The 319th Contracting Squadron, Grand Forks AFB, North Dakota, is issuing this Sources Sought as a means of conducting market research to identify parties having the resources to provide the following:
The work under this project consists of providing all material, equipment, and labor necessary for maintaining base paved areas and other services necessary to perform Grand Forks Air Force Base Pavement IDIQ work for Grand Forks Air Force base in accordance with the attached specifications. The work may include, but is not limited to, the following: excavation; surface preparation; placing base course; asphaltic concrete and overlays; sealing of pavement; resetting of manholes and catch basins; repair of existing concrete sidewalks, curbs and gutters, pothole repairs; removal of paint from base pavements; painting of stripes on base pavements.
The result of this market research will contribute to determining the method of procurement.
The current incumbent is United Crane and Excavation. This is not a new requirement.

Capabilities Package All interested firms should submit a capabilities package that outlines the firm’s capabilities in providing the required services. Contractor is required to provide all management and labor required for the operation and management of the required services. The capabilities package should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Recent, relevant experience in all areas should be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response must not exceed 5 pages.
In your capabilities package please provide the follow information:
- Satisfactory Past Performance. Provide a minimum of three (3) projects completed in the last seven years (to include title of each project, complete contract number, and task order number) valued at $500K or higher for installing, repairing, or replacing roadway pavements and/or parking lot pavements. The work will include but is not limited to, the removal, replacement, and repair of existing concrete, asphalt pavements, and base course for street and road construction. Interested contractors must demonstrate a history of relevant experience with industry standards for these types of projects. All projects must have been rated at least as satisfactory performance.
- Include three past references with current contact information and contract number.
- If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used.
BASED ON THE RESPONSES TO THIS SOURCES SOUGHT/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and a single award MAY be made.
