The 5th Civil Engineering Squadron at Minot AFB is requesting a 5-Year Protective Coating Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract: The contractor is responsible to provide all labor, tools, transportation, equipment, materials, supervision, and services required for a 5-Year Protective Coating Indefinite-Delivery Indefinite-Quantity (IDIQ) Contract at Minot Air Force Base (AFB) and associated missile alert facilities (MAFs) and launch facilities (LFs). Location of work could be in the following North Dakota counties: Burke, Renville, Bottineau, Mountrail, Ward, McHenry, McLean, and Sheridan.
Scope of Contract:
- Provide interior and exterior protective coatings for various facilities
- Paint airfield pavement markings, street, and parking lot striping
- Install vinyl wall covering and tape, bed and texture walls and ceilings
- Finish wood floors and wood trim
- Seal masonry exterior wall joints
- Paint and touch-up fire hydrants, sign posts, ground cable boxes, and fences
- Apply aircraft hangar floor special markings
- This list is not all-inclusive
Seed Project: See Attachment 6 for seed project. Building 870 and building 221 required paint.
Acquisition is 100% Small Business Set-Aside.
The magnitude of this solicitation is between $1,000,000 and $4,900,000.
NOTE 1: The US Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial proposal should contain the offeror's best terms from a cost or price and technical standpoint.
NOTE 2: For either the site visit, submission of proposals, or base access all personnel requesting access to MAFB must possess a valid State or Government picture ID card. Furthermore, individuals presenting ID cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access. Additional documentation includes a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or ID cards issued by federal state or local government agencies that include a photo and biographic information. NOTE 3. A pre-proposal site visit will be conducted as specified in clause 52.236-27 Alternate I. The site visit has been scheduled for Wednesday, March 27, 2024, at 1000 am CST. Participants will meet at the 5th Contracting Squadron, 165 Missile Ave, Minot AFB, ND 58701. All requests for base access must be submitted by Monday March 25, 2024 at 2:00pm CST. Requests will include members full name, and represented company.
NOTE 4: The offeror must request and obtain an acknowledgement of receipt for electronic submission.
52.232-18 Availability of Funds
Availability of Funds (Apr 1984)
Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
