This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number W913E524Q0009 is being issued as a Request for Quotation (RFQ).
The associated North American Industry Classification System (NAICS) code is 334516 – Analytical Laboratory Instrument Manufacturing was determined to best represent this requirement.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) Pavement and Materials Group has a requirement to procure a Transient Plane Source (TPS) Thermal Conductivity Meter System to support pavements research.
Requirement: The requirement includes all items described in the Description of Requirement (DOR) resulting in one (1) Transient Plane Source Thermal Conductivity Meter System and shall fulfill the following requirements:
Unit Requirements:
- Automated measurement of thermal conductivity of solid materials using the transient plane source technique according to ISO 22007-2 method
- Temperature range of -50 to 100°C
- Thermal conductivity range of 0.05 to 500 W/mK
- Circular TPS sensor with minimum diameter of 50mm
- Thermal conductivity measurement accuracy of better than 5%
- Thermal conductivity measurement reproducibility of better than 2%
- Hardware and software for measurement of thermal conductivity
- 115VAC Power supply
Other Requirements:
- Hard copy and digital copies of Site Preparation, Installation, Operating and Maintenance manuals shall be provided in English. Electrical and program schematics shall also be included
Equipment Warranty:
- The vendor shall include a 1-year warranty covering the hardware (defects in material and workmanship) and software (provide software updates and patches to fix errors). A copy of this warranty shall be provided in the vendor’s proposal for review.
- The vendor shall also provide information in their proposal explaining their long term, post-warranty equipment and support policies or procedures available to address system problems or malfunctions.
Please reference the attached Request for Quote (RFQ) W913E524Q0009 for instructions and applicable provisions and clauses. The following factors shall be used to evaluate offers: 1.) Technical capability of the item offered to meet the Government requirement to provide one (1) TPS Thermal Conductivity Meter System meeting all technical aspects listed in Section C, Description of Requirement (DOR). 2.) Total quoted price to fulfill the Government’s requirement in its entirety to include all shipping costs.
Award will be made to the offeror whose offer represents the Lowest Price Technically Acceptable (LPTA) offer.
