The USPFO for Arkansas is issuing a Request for Quote (RFQ) to provide Instructor Services for the National Guard Professional Education Center (NGPEC), Camp Robinson, North Little Rock, Arkansas. The resulting award will be for a service contract for a base period of one year with four (4) one-year options. Period of Performance (PoP) base year is 01 20 May 2024 to 30 APR 2025 and fours option years there-after. The contract issued will be Firm Fixed Price. The contract will be awarded under Federal Acquisition Regulation Parts 12 and 13. A best value award decision will be made from proposals received based on Experience, Past performance and Price evaluation factors. This requirement is a SBA Certified Women-Owned Small Business (WOSB) Program Set-Aside (FAR 19.15)

A brief synopsis of the services required is as follows:
1. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary (except as specified in Paragraph 3.0 of the PWS as Government Furnished) to perform Educational Instructor Services located at the PEC, (Professional Education Center) Camp Joseph T. Robinson, North Little Rock, Arkansas.
2. The contractor shall provide Trained Educational Instructor Services between the hours of 0700 to 1530 Monday through Friday, except on recognized US holidays stated in or when the Government facility/installation is closed due to local or national emergencies, administrative closings, or similar Government-directed facility/installation closings. In the event of inclement weather, the contractor will be required to perform unless notified by the Contracting Officer. The contractor shall as all times maintain an adequate work force for the uninterrupted performance of all tasks defined in the PWS when the Government facility/installation is not closed for the above reasons. When hiring personnel, the contractor shall keep in mind that the stability and continuity of the work force is essential.
3. Telework is not authorized.
4. Please review the attached Performance Work Statement for more detailed requirements for Educational Instructor Services regarding installation access and security requirements, mandatory training requirements, marking and safeguarding of files, protection of personally identifiable information, and key protection.
5. Contractor Travel may be required.
6. No additional media (CDROM, floppy disks, faxes, emails etc.) will be provided. Paper copies of the solicitation are not available. Other methods of requesting a package will not be honored.
7. Offerors must be registered in the System for Award Management (SAM). Offerors are responsible for checking Sam.gov for changes to this announcement.
8. A site visit is not currently being offered or contemplated.
