Construct Ground Based Strategic Deterrent (GBSD) Integrated Training Center (ITC), F.E. Warren Air Force Base (AFB), Wyoming (WY): This project will be executed using a design-bid-build (DBB) project delivery method, which will require the contractor to provide the government with a complete facility and warranty based upon the Request for Proposal (RFP). This project will provide a new 85,000 SF, Ground Based Strategic Deterrent (GBSD) Integrated Training Center (ITC). The two-story structure contains classrooms, administration space, virtual training capabilities, and designated areas for security forces training. A portion of the facility will be single story volume which will contain maintenance training requiring high-bay spaces for vehicles, cranes, and other equipment required to support the mission. The facility will include structural steel frame and columns, concrete slab-on-grade, meeting all seismic and mission requirements. The exterior cladding consists of precast concrete wall panels with brick wainscot and insulated metal panel accents with a standing seam metal roof. Portions of the facility will require construction to meet Intelligence Community Directive (ICD) 705 Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities. Additional items supporting the facility include the following: electrical/mechanical service and distribution components/systems, water and sewer, fire protection, lightning protection, and security and communications systems. Site improvements include clearing and grubbing, grading, minor demolitions, paving, walkways, and storm drainage. The project will comply with all applicable DoD, Air Force, and base design standards. The project will use local materials and construction techniques where cost effective. The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work within the proposed number of calendar days (Not to Exceed 1,095 days) after receipt of NTP. Provisions will be included for Liquidated Damages in case of failure to complete the work in the allowed time. Performance and Payment Bonds will be required.
