This notice is for market research and planning purposes only and does not obligate the government to award a contract or otherwise pay for the information provided in response. Any contractor responding to this notice should ensure that its response is complete and sufficiently detailed to allow the government to determine the contractor's qualification to perform the work specified. The Vermont Army National Guard (VTARNG) has a requirement for broadcast advertising (including both television and radio advertising) using the Non-Commercial Sustaining Advertising (NCSA) program. Every state has a single State Broadcasting Association (SBA) that represents radio and television broadcasters in that state. Under the NSCA program, a governmental agency or non-profit specifies market coverage requirements to the SBA for the state where it wants to air advertisements and the SBA for that state ensures those requirements are met by placing advertising with its member stations, but the SBA coordinates with its member stations to identify available slots; the agency or non-profit does not specify when and on what station each advertisement will be broadcast. The program allows government agencies and non-profits to place advertising at significantly less than market rates and is not available to entities other than government agencies and non-profit organizations. VTARNG’s requirement includes comprehensive coverage throughout the state of Vermont aimed at reaching specific demographic groups.
The anticipated period of performance is 15 SEP 2024 – 14 SEP 2027 (Base period + 2 one-year option periods).
Interested parties who believe they have the capability to fully meet the requirements described in the attached Performance Work Statement (PWS) should submit their capability packages by the date and time indicated on this notice to kathleen.b.oneill.civ@army.mil. Capability packages must not exceed 15 pages, must be submitted electronically and should contain sufficient information to support a conclusion that the submitting contractor has the capability to meet all requirements of the PWS. Generic capability statements for advertising services that do not address the NCSA program will be considered non-responsive. All information is to be submitted at no cost or obligation to the Government.
