This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number W913E524Q0011 is being issued as a Request for Quotation (RFQ).
The associated North American Industry Classification System (NAICS) code is 334516 – Analytical Laboratory Instrument Manufacturing was determined to best represent this requirement which has a size standard of 1,000 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The Cold Regions Research and Engineering Laboratory (CRREL)'s Force Projection and Sustainment Branch requires the procurement of a Field Spectroradiometer with an Integrating Sphere to capture the spectral data of ice in both field and laboratory environments. Specifically, this instrument will be used to detect the changes in reflectance of ice with varying impurity content and to monitor the change in reflectance as ice freezes. The instrument must be portable for use in a variety of field situations.
Requirement. The the contractor shall deliver the following:
- One (1) Field Spectroradiometer with Integrating Sphere System
- Virtual Training: The vendor is requested to include virtual support or training for CRREL to assist with setup and operation. No onsite vendor physical access is required.
- Manuals: Hard copy and digital copies of Site Preparation, Installation, Operating and Maintenance manuals shall be provided in English.
- Warranty: The proposal shall include discussion of the included warranty covering the hardware (defects in material and workmanship). A copy of this warranty shall be provided with the proposal for review.

The following factors shall be used to evaluate offers: 1.) technical capability to fulfill the Government's requirement in its entirety; and 2.) total quoted price (including shipping).
