This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 238290, (Other building Equipment Contractors) with a size standard $22 Million. The Department of Veterans Affairs (VA), Network Contracting Office 1 (NCO 1) is seeking to identify any vendor capable of providing the Installation of Stairwell Egress Barriers per the requirements below. Refer to the Statement of Work below for the requested requirement description. The standard shall be of quality; meeting or exceeding those outlined in the Statement of Work. This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. Submission Instructions: Interested parties who consider themselves qualified to Install Stairwell Egress Barriers are invited to submit a response to this Sources Sought Notice by 04-12-2024. Contractor shall provide all labor, parts, travel, tools, programming, and equipment to install the stairwell egress barriers (x5) according to the most recently published NFPA requirements. Contractor will make every effort to minimize disruption to site operations, patient care areas and is responsible to coordinate with the VA Point of Contact (POC) 2 weeks prior to installation date. No life safety system or egress shall be impeded for more than 8 hours in a 10 hour period. Contractor is responsible for firestopping any penetrations utilized as required by NFPA. The following are contracting or subcontracting constraints for this project: Northeast Integrated Systems Fire alarm programing. The contractor proposed solution shall be summarized within their bid and confirmed to meet the following requirements. Must be installed at floor 1 landing to hinder egress to the basement Shall have signage directing to nearby door Shall not unduly hinder egress from the basement to the first floor exit (i.e. 1 way swing to floor 1 exit with panic hardware for latching) Units shall be program to safely deploy upon zone alarm. Hardware shall be design to deploy (i.e. fail-closed) in loss of power (e.g. magnetic smoke door hold open) Shall consider existing infrastructure such as railings and safe unencumbered use of existing infrastructure during normal operations. All work shall be performed from 07:00 am to 4:00 pm, Monday through Friday. Contractor and their subs shall report to the POC in person or by phone call upon arrival and departure of the facility daily, before starting work as well as leaving for the day. A summary of the work performed daily will be provided to the COR by close of business each day. Work shall be scheduled at least two weeks in advance. If necessary, Keys will be issued out for the Contractor s use and returned daily.
