This solicitation, W50S7L-24-Q-5001, is being issued as a Request for Quotation (RFQ) for the establishment of lodging Blanket Purchase Agreements (BPAs) for Unit Training Assemblies (UTAs) and other inactive duty as required at both the 120th AW , Great Falls, Montana and Fort Harrison, Helena, Montana. This solicitation documentation and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2024-03, effective 23 Feb 2024. This procurement is unrestricted. The government evaluation factor for this acquisition is LOW PRICE. The government intends to award multiple Blanket Purchase Agreements (BPAs) to the vendors that meet the minimum specifications as a result of this solicitation.
Minimum Specifications:
Contractors must be FEMA registered as listed in Terms and Conditions and be active in System for Award Management (SAM)
Vendor hotels must be within 10 miles of either 2800 Airport Ave B, Great Falls, MT or within 10 driving miles of 1956 Mt Majo St., Fort Harrison, MT 59636
Pricing provided in the quotation must be at or below the current per diem rate (per diem rate determined by the county the hotel resides in)
Submission Requirements:
Offerors shall submit the following information Company/Offeror Name, any associated Doing Business As Name, Company P.O.C., P.O.C email and phone number, SAM UEI number, number of rooms available at the rate being quoted inclusive of authorized surcharges, taxes or fees for both double and single occupancy. The Government is exempt form state and local hotel/motel taxes. If your price includes any type of tax, fee, or surcharge, you must provide the citation from Montana state or local law or tax code that authorizes charging the tax, fee or surcharge to the Federal Government direct-bill customers. FAR 52.222-52 must be filled in on the Request for Pricing.
FAR and DFARS provisions/clauses incorporated into the RFQ and/or the resulting BPAs are attached in full text provisions and clauses attachment. The full text of the referenced provisions/clauses may be found at http://www.acquisition.gov/. Vendors must submit the Representations and Certifications from, Provisions and Clauses, with their quote only if they differ from, or have not been completed within, their SAM profile.
Contractors must have an active SAM registration to be eligible for award, this registration must remain active throughout the entire length of the BPA in order to be eligible for BPA calls. Register or check the status of your registration at http://www.sam.gov/

Current Drill Schedule
-Drill Schedule is only published through the end of fiscal year 2024 at this time but for Great Falls drills are scheduled June 7-9, August 9-11, and September 6-8. Helena has May 4-5, June 6-9, August 10-11, and September 7-8.
Will third party vendors be considered?
-As per 1.0 of the Terms and Conditions “No third-party vendors will be considered.”
Will the guests self-pay for rooms? Will the invoice need to be submitted through WAWF?
-The guests will not be self-paying for nights associated with the BPA’s that are for inactive duty these will be sent on a roster by the call officer, an invoice will be submitted to the call officer, and payment will be made on the GPC, unless the purchase exceeds the $25,000 limit.
Do we have to submit quotes for both locations to be considered for award?
You can submit quotes for either one location or the other or both.
Rough estimate of the number of parking spaces that are needed?
-Parking spaces should be adequate for the number of rooms being proposed with consideration of double billeting and 2 vehicles per room.
Of the Room nights listed will those mainly be for weekends for 2 nights?
-Historically they have been for one or two nights on the days listed in question 1 for the drill schedule depending on when the member arrives.
Would it be the same guardsmen in each room or would there be a rotation?
-There will be a rotation.
