Yes, it has a guard.

Will the Mulcher be going through any rock?

No

Would you like us to price out a new thumb? The thumb you have will not match the bucket; the thumb body will be too short.
ANSWER 3:
Quick connect buckets/attachments are not required. When the mulcher is installed the thumb will be pinned back on the boom.

The required mulcher should weigh 2100 Lbs. with a cutting width of 46 inches and a cutting capacity of up to 10 inches of material with 17 cutting knifes on the rotor. The minimum required continuous gallon per minute flow of hydraulic fluid should be 33 (GPM).

1. This combined synopsis/solicitation for commercial services is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. The U.S. Army Contracting Command – Rock Island (ACC-RI) hereby requests a quote for a Mulcher, Coupler, and installation to a Volvo EC220EL Excavator at Pine Bluff Arsenal (PBA), in accordance with (IAW) Attachment 001 “A02_Statement of Work_Mulcher & Coupler.”
3. Solicitation W519TC-24-Q-0108 is issued as a Request for Quote (RFQ), being awarded using full and open competition, in accordance with (IAW) FAR 12.6. This combined synopsis/solicitation is being released in accordance with (IAW) FAR Part 12 and FAR Part 13.
4. The following NAICCS code and small business size standard apply:
NAICS: 562119: Other Waste Collection; Size Standard: $47 M
5. Contract will be awarded in accordance with FAR 13.106-3 to the responsive and responsible contractor that is the lowest price that is determined fair and reasonable and meets the terms and conditions of this solicitation.
