This is a sources-sought announcement to be used for preliminary market research purposes only. No bids are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR BIDS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The type of solicitation to issue will depend upon the responses to this synopsis. No reimbursement will be made by the Government for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of 8(a), HUBZone, Service-Disabled Veteran-Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women Owned Small Business (EDWOSB), and Indian Small Business Economic Enterprises (ISBEE) to compete and perform a Firm Fixed Price contract for the tasks listed below (subject to change). An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. The type of solicitation to be issued will depend upon the responses to this sources-sought synopsis.
The North American Industrial Classification System (NAICS) Code applicable to this sources-sought is 237110 – Water and Sewer Line and Related Structures Construction contractors. The Small Business Size Standard for this NAICS code is $45 million in average annual receipts.
• The Las Vegas Bay concrete potable water storage tank requires routine maintenance. This project will perform various maintenance and installation activities on the water tank.
• The existing 150,000 gallon, two cell concrete water storage tank requires the interior of the tank to be drained, cleaned and repainted with paint appropriate for use in potable water tanks. Currently 1 cell is in operation. Work operation shall commence allowing 1 cell of the tank to be in operation at all times.
• The existing ductile iron pipes and valves have corroded. All of the tank valves and pipes shall be replaced. The pipes and penetrations into the water tank shall be replaced. Some valves and pipes are in a valve vault and directly accessible. Other valves and pipes are direct buried requiring excavation to access.
• The existing valve vault is within a separate confined space. An opening shall be sawcut into the concrete tank wall and a standard vented metal access door shall be installed. A mushroom vent shall be installed in the roof of the valve vault.
• The incoming and outgoing water mains do not have a bypass valve system. A bypass system valve system will be excavated and installed connecting the 4-inch and 10-inch water mains.
• All work shall be permitted through Nevada Division of Environmental Protection (NDEP). Work shall adhere to Nevada Legislative Code chapter 445A – Water Controls. Contractor shall perform the permitting activities.
• Work in confined entry spaces is required. All necessary training and access methods is required to be provided by the contractor.
• All products shall follow the Buy American Clause and be certified NSF-61 Lead Free. Paint products shall adhere to NDEP volatile organic compounds (VOC) standards.
• All work and system shall be chlorinated, and water tested to NDEP potable water standards. Contractor shall perform all needed work and tests to acquire approvals from NDEP.
• Contractor to provide all labor, equipment, and materials to perform this project.
Vendors responding to this sources-sought notice should include the following information:
1. Company name, address, UEI number, point of contact, telephone number and email address.
2. Examples of relevant experience performing similar projects to demonstrate capability (at a minimum, include brief description of project, project dates, and customer name/agency).
3. Provide the company's small business size and all applicable socio-economic category information (Small, 8(a), HUBZone, SDVOSB, WOSB, EDWOSB, ISBEE).
