This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number W913E524Q0014 is being issued as a Request for Quotation (RFQ). This requirement is a total set-aside for small business concerns.
The associated North American Industry Classification System (NAICS) code is 332311– Prefabricated Metal Building and Component Manufacturing, which has a small business size standard of 750 employees. This requirement is a Total Small Business Set-Aside in accordance with FAR 19.502-2.
The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL), Biogeochemical Sciences Branch (BSB) requires the procurement of two enclosed high tunnels greenhouses for current and incoming project work. Greenhouses will be utilized to create a controlled growing area over containment test cells. The structures need to allow photosynthetically active radiation into the test cells while controlling precipitation entry. The greenhouses are required for when the ground thaws in Hanover, NH for setup to occur in time to meet project milestones and deliverables.
Specifications: The Contractor must provide two (2) enclosed high tunnels 30’ wide by 96’ long with 6 mil greenhouse film, rollup sides and finished end walls with roll up doors meeting the specifications below:
• 16-gauge galvanized steel frame with a minimum of 2.375" OD, a minimum of three rows of 1.315" OD 17-gauge purlins, rafter spacing a maximum of 6, and a sidewall height a minimum of 6’
• 6 mil 4-year Clear Greenhouse Film with a minimum of 90% light transmission, UV resistance and a 4-year warranty
• 30’W rafter support for heavy snow
• Drop-Down Sides with all necessary hardware and 5.2 oz. Clear Greenhouse Fabric
• Roll-Up End wall which uses a Hand Crank Assembly feature, made from 10 oz., 22 mil translucent fabric or equivalent material
Other Requirements:
• Lead Time: The vendor shall include their lead time (time to deliver the item after receipt of order). The government may choose to award to the vendor with the shortest lead time.
Please reference the attached RFQ W913E524Q0014 for instructions and applicable provisions and clauses.
The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Technical capability to fulfill the Government’s requirement in its entirety.
2. Total quoted price (including shipping FOB Destination to Hanover, NH 03755-1920).
3. Proposed delivery schedule (lead time).
A technically acceptable proposal is one that clearly represents the ability to satisfy the minimum specified
requirements outlined in Section C, Description of Requirements (DOR) and the quote submission instructions to offerors outlined in Section L.
Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The basis for award will be an acceptable proposal, the price of which may not be the lowest.
