This is a combined synopsis/solicitation for commercial products acquisition of an Acoustic Doppler Current Profiler, prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotes are being requested and no other written solicitation will not be issued.
Solicitation number 140R6024Q0062 is issued as a request for quotation (RFQ) solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-01. This is a total small business set-aside under NAICS code 334513 ¿ Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables with an associated small business size standard of 750 employees.
Offerors must be registered in SAM.gov to be considered for award.
52.212-2 EVALUATION-COMMERCIAL ITEMS (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
(1) Technical capability
(2) Delivery Schedule
(3) Price
(b) Technical capability is more significant, in importance, than delivery and price, and delivery is more significant than price.
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer¿s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
Written, signed Quotes with contact information are due no later than May 29, 2024, at 5:00 PM MDT by email to twarren@usbr.gov. These Quotes shall include the vendors submission of requirements for price schedule, salient characteristics, and delivery schedule. A copy of Clause 52.204-24 with the fill in completed and signed, and any other documentation the vendor determines would add value to the quotation and assist the government in determining a quotation is of the best value to the government. SALIENT CHARACTERISTICS
Acoustic Doppler Current Profiler(ADCP)
At a minimum, the ADCP shall be made of waterproof materials and be waterproof as a unit and be able to measure current tracking the bottom of the riverbed as well as using Global Positioning System (GPS and be able to measure channels up to 19 feet in depth. The ADCP software shall produce a live bathometric graph of the riverbed and speeds of each section measured, during the data collection process. The data will have storage capability on the computer/measuring device containing the software. The ADCP should weight 15 lbs or less and have the capability to use a rechargeable battery.
