This is a SOURCES SOUGHT announcement: a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement to this synopsis or any follow up information requests.
The U. S. Army Corps of Engineers, Memphis District has been tasked to solicit and award a project for 15 Mile Bayou - Item 3.
The purpose of the project is to provide Flood Risk Management (FRM) for the rural areas and future developments near West Memphis, Arkansas. The project will also provide drainage improvements to West Memphis, Arkansas designed to a 10-year level of protection. The Fifteen Mile Bayou Item 3 channel enlargement channel mile 21.7 to 25.4 consist of 3.7 miles of channel enlargement. Fifteen Mile Bayou, Item 3 will be widened from an existing bottom width of 20 feet to a bottom width of 40 feet along its length from Mile 21.4 to 25.4. The channel enlargement will be constructed on one bank only to provide the environmental benefit of leaving vegetation on the opposite bank. The channel bank that work is being performed may vary and will be delineated in the contract documents. A 40-foot berm will be provided from bayou top of bank to the toe of slope for a newly constructed spoil embankment where material from the enlargement will be stored. Large excavation capability such as a dragline may be needed to fulfill contract requirements within the specified period of performance. Erosion/sediment control measures such as NRCS drop structures and rip rap chutes will be constructed where lateral streams/drainage ditches enter the improved channel. An environmental planting bench will be installed for one mile within the limits of the project. Fine grading and transitional channel work will be required to ensure smooth channel transition between existing bridge structures. The proposed project will involve coordination of existing utilities within the construction footprint.
The work shall be located near West Memphis, Arkansas.
MAGNITUDE OF CONSTRUCTION: Between $10,000,000 and $25,000,000
The North American Industry Classification System code for this procurement is 237990 which has a small business size standard of $45 Million.
Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, they must perform at least 15% of the cost the contract, not including the cost of materials, with their own employees for general contruction-type procurement. If a large business firm is selected for this annoucement, they must also comply with the FAR 52.219-9 clause regarding the requement for an approved subcontracting plan.
Firm's response to this Synopsis shall be limited to 5 pages and shall include the following information:
1. Firm's name, address, point of contract, phone number, and e-mail address.
2. Firm's interest in bidding on STATEMENT OF WORK of the subject solicitation when it is issued.
3. Firm's capability to perform a contract of this magnitude and complexity to execute comparable work performed within the past five years. Incorporate a brief description of the project, customer's name, timeline of performance, customer satisfaction and dollar value of this project - provide at least three axamples.
4. Firm's Size: large, small business category and business size, (Small Businee, HUB Zone, Service Disabled Veteran Owned Small Business, Woman Owned Small Business, or 8(a)).
5. Firm's Joint Venture information if applicable - existing and potential.
6. Firm's Bonding Capability (bonding level per contract and aggregate bonding level, both expressed in dollars, via letter form the bonding company).
