Background: The Robie Creek G - Z Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014—Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999.
NAICS: 115310: Support Services for Forestry, size standard: 34M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition.
Project Location:
The project is located on the Mountain Home Ranger District on the Boise National Forest.

Period of Performance: All work shall be completed by December 31st, 2029
Description of Work:
- The intent of the project is to increase the pace and scale of treatments to promote forest health and resiliency to insects, disease, and uncharacteristic wildfire. Reducing hazardous fuels to decrease the threat of catastrophic wildfire within the Wildland Urban Interface that will be achieved by managing stand structure and species composition to better withstand threats from Douglas-fir beetle, Douglas-fir dwarf mistletoe, western dwarf mistletoe, Ips pine engraver, and western pine beetle. Other project objectives to reach these goals include:
- For the contractor to complete the end-results from NEPA handoff through final completion of the project area.
- Complete implementation plan, road analysis plan, and preliminary contract maps for the project area.
- Complete detailed logging plan
- Delineate timber removal and service treatment units
- Complete volume determination cruise plots
- Complete all required road maintenance and road re-construction for product removal
2. Complete all on the ground timber removal and service work activities.
3. Remove Included Sawtimber and Included Miscellaneous Convertable Product
4.Cut, yard, limb and deck material 6” to 9.9” DBH material within commercial harvest units
5. Sub-merchantable thinning post removal of sawtimber
6. Non-commercial thinning
7. Mastication
Total quantities are unknown and shown as estimated gross quantity. Completion and acceptance of Item 1 through 5 will determine true needed quantities for all other Items. Once true quantities are established, quantities will be added through contract modification.
Awarded contract will be a commercial services contract with requirements for timber removal.
Site Visit Meeting Date and Time:
The Forest will hold a Site Visit for prospective contractors to facilitate dialogue on contractual requirements that are anticipated in the contract and any operational limitations foreseen by attendees. A site visit is scheduled for May 30, 2024, to view the project area and discuss the objectives of this contract. The meeting place will be at 0830 am at the Boise National Forest Supervisor’s Office, 1249 S. Vinnell Way, Suite 200, Boise, ID 83709.
