This Request for Information(RFI) is for planning and information purposes only and shall not be construed as a commitment or a promise of a contract by the Government. This is not a solicitation. This notice does not constitute a Request for Quote (RFQ), nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
For the purpose of this acquisition, the applicable NAICS is 325998, All Other Miscellaneous Chemical Product and Preparation Manufacturing. The Government contemplates soliciting for a purchase order/delivery order to be competed either via GSA’s Multiple Award Schedules or Open Market, depending on the results of this market research. The Information received in response to this notice will be used to further define the Government's requirement and determine if two (2) or more capable small businesses respond with information sufficient to support a small business set-aside. This market research will also help the Government determine if the requirement can be accomplished via a single award or if the Government’s needs would be better met via multiple awards. We encourage all interested large and small businesses capable of satisfying the requirement in part or in full to identify their capabilities in meeting the requirement.
Information received as a result of this RFI will be used solely for market research purposes. The Government shall use this market research in determining the best method of procurement, which is part of the acquisition planning process. This RFI is for information purposes only and no award will result from the RFI. The information provided in this RFI is subject to change and is not binding on the Government.
This RFI shall be open from 8 May 2024 through 16 May 2024, 12:00 PM EST.
RESPONSE TO THIS RFI: In order to be considered responsive to this RFI, please complete the attached spreadsheet (Technical Compliance Matrix) and provide a concise capability brief/executive summary that includes:
1. Name of the firm(s), points of contact, phone numbers, email addresses, SAM UEI, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.
2. Indicate if your firm could quote the required items via your Multiple Award Schedule (MAS) contract. If so, please provide contract number(s) and CTA Team (if applicable) the requested items are currently listed under or advise if you intend to or are already in the process of adding these items to your MAS contract or could only quote via Open Market.
3. Capabilities — Succinctly address the firm’s ability to manage the types and magnitude of tasking, technical ability to perform the tasks, and the capacity to conduct the requirements of the tasks. Advise if your firm has the ability to provide a total solution that meets the Government’s minimum needs as indicated on the attached Technical Compliance Matrix. (Reference attached draft Requirements document).
4. Experience — This section should include specific demonstrated capabilities, knowledge, and experience for each capability. Identify any demonstrated expertise and experience that can be directly applied to the delivery and training of Vehicle Wash Rack Systems. Does your firm have a satisfactory performance record for the type of work required? Please provide examples of relevant and recent (within three years) past performance.
5. Estimated Cost/Price — No estimated cost or price is requested at this time. This RFI will help the Government determine if there are sources capable of satisfying its potential requirements.
6. Complete and return the attached Technical Compliance Matrix spreadsheet with your response.
7. Any other general information or suggestions for the Government regarding these items (e.g., suggested RFQ & CLIN structure, suggest single award or multiple awards, industry standards, etc.).
