Amendment 001 - The purpose of this amendment is to answer questions from interested vendors. The response date for offers due IS extended to Thursday, May 23, 2024 at 11:00 a.m. PDT. Questions and answers follow:
Q1. Does the specified training require all the components of tailwheel airplane, float equipped, along with the austere landing elements? Neither the King Air 200 or G120 are tailwheel airplanes? All the posted requirements are unlikely to be accomplished in a single type of aircraft, particularly in 6 training days.
A1. Multiple airframes are expected for the difference in flight profiles and wheel configurations. The intent is to have much of the training completed in a King Air (C-12) type aircraft, and the float plane and the Tail-wheel training accomplished in other airframes enabled for those profiles.
Q2. Does the training have to occur in NV? I understand the state likely has a local vendor already in mind but the quality of our program would validate the TDY requirement to trin at our location. It would alleviate the requirement to complete training by September each year. Class could be scheduled year round if necessary.
A2. The training is expected to occur outside the state of Nevada; the intent of the training is to perform NOE flight maneuvers in a training area that features both sea level flight and extreme elevation ≥ 18,000ft MSL.

This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.
This solicitation is issued as a request for quotation (RFQ) in accordance with FAR Part 12 and 13. All responsible source(s) solicited may submit a quote that shall be considered. Interested parties may identify their interest and capability to respond to the requirement or submit a quote. This combined synopsis/solicitation incorporates the provisions and clauses that are in effect in the Federal Acquisition Regulation and applicable supplements on the date this solicitation was issued. In order to be considered for award, vendor must adhere to all quotation requirements detailed herein. Submit written quotes in accordance with all aspects of this Request for Quote (RFQ).
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-04 effective 05/01/2024, and Defense Federal Acquisition Regulation Supplement (DFARS) effective 04/25/2024.
The NAICS code for this requirement is 611512 – Flight Training (SBA Size Standard is $34M). The Product Service Code (PSC) designation is U006 - Education/training- Vocational/technical.

Description: The Nevada Army National Guard (NVANG) requires Austere Environment High-Altitude Advanced Flight Training for two (2) students completed prior to September 30, 2024.
Offeror proposals must include:
- Available training dates between solicitation closing and September 30, 2024
- Course information/syllabus/agenda meeting the required training objectives and technical requirements
- The minimum and maximum number of students per course
- Price per student or Price per training course depending on the minimum/maximum number of students per course.
