Scope of Work – Replace Seismically Deficient Boiler Plant, Building 8 The contractor will provide all labor, material, and equipment necessary to complete a final project design along with complete physical construction necessary to deliver a new Central Utility Plant (CUP) at the VA Sierra Nevada Health Care System (VASNHCS) in Reno, Nevada. The project scope includes associated work activities consisting of, but not limited to, improvements at an existing gravel park lot, demolition of the facility’s current utility building, the Boiler Plant, Building 8, conversion of the Boiler Plant location into a parking lot, and installation of a bulk oxygen storage room with associated tanks and equipment. More specifically, the contractor will design, construct and achieve the following activities in listed order; 1) improvements to an existing gravel parking lot to pave, stripe, drain and light the lot for the facility’s use during project duration. The lot will also include an emergency call system which matches that in other similar lots at the facility. 2) build an approximately 11,000 GSF CUP structure housing the boilers, chillers, cooling towers, and the bulk oxygen system to provide steam, heating and cooling for the entire VASNHCS campus. Additionally, as the current facility main power feed runs through the courtyard of the existing Boiler Plant, the project will also include all electrical work required to relocate the electrical service from the present location to a new location within the CUP. 3) thoroughly test all equipment and systems in the CUP to assure complete functionality of the systems and equipment. Once testing has been completed and accepted by the VA, make final connection of all utility systems to existing utility feeds on the east side of Kirman Avenue at the location where the utility feeds currently exit the Boiler Plant. 4) demolish the existing Boiler Plant once the CUP is fully operational and providing all utility services to the facility. This scope all includes removal of hazardous materials prior to demolition of the building. 5) convert the Boiler Plant location, once demolition is complete, into a paved, striped surface level parking lot, including lighting and proper drainage. 6) re-stripe the lot improved per item 1 above to meet VA criteria for the proper allocation of standard and handicap stalls. For informational purposes only and to provide prospective offerors with a greater understanding of the Government’s requirements, accompanying this RFP solicitation are the following documents: (1) conceptual drawings indicating project siting, phasing, and preliminary design; (2) narratives describing technical approach to the project; and (3) supporting design specifications and documents. Note this preliminary design information is provided for information only. The Design Build Contractor selected for this project is under no obligation to incorporate this conceptual design information into their final project design. The contractor will provide all required professional design services within all required disciplines necessary to complete the above referenced scope. All disciplines shall have a current professional license issued by the State of Nevada or equivalent document from another state. Although a geotechnical report is being provided, the contractor will be responsible for completing their own geotechnical analysis as part of project design development. All construction activities will be accomplished by firms which have a current license issued by the Nevada State Contractors Board or equivalent document from another state . All design documents are to be developed in accordance with the VA Technical Design Library, which can be accessed at https://www.cfm.va.gov/til/. The final design and construction of the project will fully incorporate the requirements listed in the referenced site. No deviations will be allowed unless prior approval is provided by the VA Contracting Officer.
