The purpose of this Contract is to provide consulting services for the planning and implementation of a Room Service Program in accordance with Nutrition and Food Services directives and guidance at the Tomah VA Medical Center, 500 East Veterans Street, Tomah, WI 54660 ( Tomah ). 1. Room Service Program: The Tomah Room Service Program ( RSP ) will provide dine-on-demand services to Veterans in accordance with industry best practices that are applicable to the Department of Veterans Affairs ( VA ). Under the RSP, the Veteran will be able to place an order for fresh food from a menu of options, consistent with their medical condition and treatment regimen, and be served at a time of their choice within a service window of 6:00 a.m. to 6:00 p.m., or other times to be determined. Implementation of the RSP is expected to improve Veteran satisfaction with food services and their overall hospital experience, improve clinical outcomes due to improved food intake, reduce food costs and waste, and improve VA employee morale. 2. Nutrition and Food Services: Tomah Nutrition and Food Services ( NFS ) provides comprehensive, innovative, evidence-based nutrition and food services to Veterans. The goal of NFS is to improve the overall health and well-being of the Veterans served while enhancing their experience at Tomah with appetizing, nutritious food. 3. Contract Deliverables: All deliverables under this Contract shall become and remain the property of Tomah. The Contractor shall have no right, title, or interest in any of the deliverables. B. Background. Tomah provides both inpatient and outpatient care to Veterans across a broad spectrum, including without limitation: primary care; behavioral health; cardiology; geriatrics; palliative/hospice care; rehabilitation; nursing home; dental; physical therapy; and podiatry. Tomah has 180 authorized beds with an average occupancy of 120 Veterans. The nutritional requirements for these Veterans must account for varying medical conditions, including diabetes, dysphagia, food allergies, and provider-ordered dietary requirements or restrictions. Currently, Tomah provides inpatient meal service bedside and to a Main Dining Room. Trayline service is conducted in the main kitchen and up to four small homes. Food production is cook-serve from one main kitchen located in Building 424, which provides food service to Veterans in Buildings 400, 401A, 401B, 402B, 403BN, 403BS, Acute, 403AN, and 406. Additionally, food from the main kitchen is transported in hotel pans via insulated Cambro/mermite to the small home kitchens located in Buildings 409, 410, 411, 412 where it is plated and served to Veterans in the small homes. Tomah serves approximately 107, 832 inpatient meals per year, not including meals and snacks that support bulk nourishment, outpatient areas, voluntary, and compensated work program.
