The 28th Contracting Squadron, Ellswoth AFB, SD, has issued this solicitation, FA469024Q0038, to compete and award a single Firm Fixed Price contract using FAR Part 13 procedures for Catholic Music Services (See Attachment 2: PWS-CATHOLIC MUSIC SERVICE (REVISED)).
This will be a 100% Small Business set-aside solicited under the North American Indusry Classification System (NAICS) code 711130 with a size standard of $15M. To be eligible to compete for Small Business set-aside awards, vendors must be certified in accordance with current Small Business Administration (SBA) regulations.
All interested and responisble entities are invited to submit a quote that will be considered by the 28th Contracting Office at Ellsworth AFB, SD. The award will be based on the following criteria:
- The Government will award a contract resulting from this solicitation to a responsible offeror whose proposal conforms to the solicitation. The following factors shall be used to evaluate offers: Price and Non-Price (Technical).
- Step 1: Evaluate all quotations for responsiveness.
- Step 2: Rank all responsive quotations based upon Vendor's Total Evaluated Price (TEP). TEP is defined as the total amount of all the CLINS added together, including the option CLINS
- Step 3: Evaluate lowest priced offeror's technical acceptability. This will be accomplished by reviewing the offeror's technical literature provided against the Performance Work Statement. If technically acceptable, move to step 4; if not, evaluate the next lowest priced vendor's quote.
- Step 4: Make a best value decision based on technical acceptability and a determination of price fair and reasonable
- Note: The Government intends to evaluate quotes and award a contract without interchanges with quoters; however, the Government may conduct interchanges with one, some, none, or all quoters at its discretion.
Small Business contractors submitting a quote must have, and list within the quote, the vendors assigned Cage Code and be registered and Active in the System for Award Management (SAM) at www.sam.gov to receive an award for this procurement.
