AMENDMENT 02 - The RFP close date is extended to 23 July 2024 at 5:00pm PDT. This amendment amends the Specifications 09 97 13.16, visise paragraph 1.4.5.2 Qualifications of QC Specialist Coating Inspectios and revise paragraph 2.2 Coating System. These revisions are located in the attached Questions and Answer document. Also, the preliminary engineering report titled USDA ARS PER-FINAL has been uploaded as it is referenced in the revisions mentioned above.

The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Pacific West Area Office has a construction requirement for the following but is not limited to: Drill new water well to provide an additional potable water source for site; decommission and cap existing well in building; upgrade and add piping in wellhouse including the chlorination system; construct new valve vault near water storage tank; rehabilitate water storage tank interior; and a new telemetry system. Work shall include temporary potable water storage and phasing of work to minimize impacts to residents. All work shall include testing (of temporary and permanent facilities), connections and all appurtenances required to provide a functioning well and potable water system.
Electrical: Disconnect existing well #2 while maintaining power to building. Provide new 480-volt power supply for new well. Provide PLC base monitoring /control with telemetry from water tank to wellhouse at USDA-ARS-PWS Range Sheep Production Efficiency Research Unit, 19 Office Loop DuBoise ID 83423. The Contractor shall provide all labor, equipment, materials, supplies, transportation, and supervision performing all required work in accordance with the plans and specifications for this requirement.
Potential Offerors are responsible for monitoring this site for release of any amendments.

MAGNITUDE OF CONSTRUCTION PROJECT - Between $500,000 and $1,000,000.
A single organized site visit is completed on Wednesday, 12 June 2024 at 10:00 a.m. Mountain Time.

Bid Bond Guarantees are also required when the proposal is above $150K.
Proposals are to receive no later than 5:00 p.m. Pacific Time, Tuesday, 9 July 2024. Ensure proposal follows submittal instructions in Section L.

Late proposals submitted after this deadline may be considered only if it is in the government’s best interest and if it will not unduly delay award.
Note: Performance and Payment bonds will be required after award should they meet the threshold per FAR 28.102. As a general reference, payment bonds are needed for all proposals above $35K and performance bonds are needed above $150K. Payment and Performance bonds are due ten (10) days after award and must be accepted by the Contracting Officer prior to mobilization.
