1. A site visit was conducted today at 1130 MDT for interested offerors to see the location food will be served from.
2. During the visit, the POC for this requirement was present and provided clarifications on equipment that can be used to serve the food for this requirement. The below list contains the additional items that will be at the contractor’s disposal for food service. As a reminder: ALL FOOD MUST BE PREPARED AND COOKED PRIOR TO ARRIVAL AT THE DINING FACILITY. The use of government equipment to cook and/or prepare food is prohibited. Areas shall also be cleaned after each use such as the dishwasher area if used.
3. Equipment available for food distribution are listed below. Pictures of the equipment are in the attachments section of this RFQ (WW+site+address-pics). It is the contractor’s responsibility to clean all items used after each use. Further, the contractor shall be responsible for disposal of all trash that accumulates during the food service process.
A: Pans for Steam line and salad bar.
B: Serving utensils.
C: Plates and utensils.
D: Large cold storage.
E: Dishwasher area with spray hose
4. Snack Requirement: Section 3.7 of the Performance Work Statement covers snacks. Snacks shall be distributed during the lunch meal service.
5. Ice will be available on site for contractor use.

June 24th, 2024 (amendment 2)
1. The address for the site visit along with pictures of the facility have been attached to this combinded synopsis/solicitation.
2. A documnet detailing the agenda for this site visit has been addeded to the attachment section of this notice.
3. The dealine for submission of offers has been extended to 3 July at 10:00 MDT. All offers must be submited eletronically to michael.davies5.civ@army.mil. It is the responsibility of the offeror to esnure their quote has been received.

June 21st, 2024 (amendment 1)
1- A site visit date is being offered for June 27th (Thursday) for building 414 on Fort Harrison beginning at 11:30. This site visit will only occur if there is a response that an interested party is planning on atttending. Interested parties that plan on showing up should reach out for directions and locations. Site visit requests will need to be recieved no later than June 24th, (Monday) by noon local time. Please CC adam.d.sackman.civ@army.mil in addition to two listed POCs to make this request.
2- Alternatively to a site visit. Pictures of the general set up can be provided. Photos would include the items that would be allowed for use (see paragraph 4.1 of the PWS/Solicitation document). These requests must be recieved by the same time as listed above in paragraph 1 of amendment 1.
3- Interested parties must assume that if there is an increase to the requirements that the Government will unilaterally issue a change order/MOD using the same pricing as submitted (example if the Dinners increased from 532 to 550 the Government will use the same price per meals submitted on the quote for dinners).
4- If an Interested party has already secured use of one of the buildings on Fort Harrison that doesn't disrupt the training and or the mission, the alternative location may be used instead of building 414. Use of an alternative location will be at the discretion of the customer and a Contracting Officer.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
W9124V-24-R0003 is a solicitation issued as a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05.
This requirement is 100% set aside for small business concerns under NAICS Code 722320.
Pricing for quotes shall be submitted on the attached Excel file, detailing pricing for each of the three Contract Line Items (CLINS).
CLIN 0001: Breakfast 532 meals
CLIN 0002: Lunch 532 meals
CLIN 0003: Dinner 532 meals.
Details concerning meal requirements, caloric values and serving facilities are incorporated in the attached Statement of Work. Quotes shall be submitted via email to michael.davies5.civ@army.mil. Quotes or proposals shall address all the requirements detailed in the SOW. A detailed menu shall be provided in the proposal. It is the offerors responsibility to ensure your quote has been received. Information relating to meal specifications including quality standards, caloric standards, and restricted food items are contained in the attached PWS.

Questions concerning any portion of this requirement shall be directed to the primary or alternate contacts. michael.davies5.civ@army.mil or kayla.a.rasmussen2.civ@army.mil The primary point of contact will be unavailable from 12 June 2024 to 21 June 2024. All questions concerning this requirement will be answered on a consolidated question and answer sheet. The deadline for questions and RFIs shall be 24 June 2024 at 1200 MDT. A copy of the consolidated question and answer sheet will be attached to this solicitation when completed.
The period of performance for this action will be from 02 August 2024 through the last meal served on 16 August 2024.
FAR provisions 52.212-1, 52.212-2, 52.212-4 and 52.212-5 both apply to this solicitation and are incorporated as such.
