1. Contractors are required to register to attend the site visit. The site visit is required for offer consideration.
1.1. If Contractors are not registered, they will not be permitted on the site visit. See section 2 below for site visit registration details.
1.2. The site visit registration deadline is THURSDAY JUN 20, 2024, 9AM (0900) CENTRAL TIME (US.) Any registration documentation received after the deadline will not be accepted.
2. Site Visit Registration
2.1. To register, email Chris Turner at christopher.c.turner@usda.gov with the following minimum information:
2.1.1. Email subject/title must include “12805B24R0030 Site Visit Registration.”
2.1.2. First and last name of attendees
2.1.3. Business Entity Name
2.1.4. UEI SAM Registration number of the Prime business entity represented by attendees. This UEI must match the UEI used in the proposal documentation.
2.2. Pursuant to Inquiries section in the solicitation only contact Chris Turner in the solicitation process. Unless instructed otherwise by Chris Turner, do not contact or attempt to schedule alternate dates/times with the location or site visit sponsor. No phone inquiries will be accepted.
3. Site Visit Details
3.1. No PPE is required. Long pants and closed toed shoes are recommended.
3.2. A valid US Driver’s license is required for identity verification.

3. Information concerning the REE policies and procedures regarding the definitization of equitable adjustments for change orders under construction contracts and the time required for definitization of those actions per 15 U.S.C. 644 is available at https://www.ars.usda.gov/afm/apd/acquisitions/.4. REE gathers the data regarding the length of time it takes for definitization of equitable adjustments for change orders under construction contracts on a rolling data call basis in which the awarding contracting office provides on a per modification basis. That data will be aggregated and will be available at https://www.ars.usda.gov/afm/apd/acquisitions/ as required by 15 U.S.C. 644(w). Data regarding this requirement was not gathered prior to FY23.
5. The procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred Program.
