A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. Project Location: Green River Lock and Dam, 5048 Dam & Lock Road, Reed, KY 42451
Project Description: The government is currently unable to dewater the chamber, but this project will require the same floating plant capabilities as a dewatering. Repairs will include potential install of closure system and maintaining floating plant access throughout the remainder of the project. Miter gates will need to be completely removed from the chamber by floating crane and laid down for repairs and government inspection. Mobile cranes will need to be placed across the chamber to help facilitate reinstallation of anchor arms. The contractor will replace and rehab related components, to include anchor arms, pintle casting bolts, and diagonals. Another component to this is to tension the diagonals in the wet after replacement and repair any structural cracking that is found. Diving will be needed to reinstall the gates onto the pintle balls.
Contract duration is estimated at 430 calendar days. The estimated cost range is between $1,000,000 and $5,000,000. The CCL is the estimated construction award amount and does not include real estate, S&A, DDC or contingency. CCL: 6.0M PA: $6.59M. NAICS code is 237990. This is anticipated to be an Invitation for Bid (IFB) with the solicitation being advertised in 4th Quarter, FY24. All interested Small Businesses, HUBZONE, 8A, Woman-Owned Small Business, or Service-Disabled Veteran Owned Small Business contractors should respond to this survey via email by Thursday, June 27, 2024 by 3:00 PM Eastern Standard Time.
Responses should include:
- Identification and verification of the company’s small business status.
- Contractor’s Unique Entity Identifier (UEI)) and CAGE Code(s).
- Documentation from the firm’s bonding company showing current single and aggregate performance and payment bond limits.
- Description of Experience – Provide descriptions your firm’s past experience on up to three (3) projects which are similar to this project in scope. Each project must include the name, title, project role, e-mail address, and telephone number of at least one reference. References may be used to verify project size, scope, dollar value, percentages and quality of performance.
- Projects similar in Scope to this project included: Removal and rehabilitation of miter gates or similar structures in which gates had to be picked up and laid down without assistance of government furnished floating plant. Projects should include managing a major maintenance project on a major river system to perform maintenance work. Examples of similar projects include: Miter Gate Rehabilitations, Miter Gate Exchanges, Tainter Gate Replacements, and Lock Chamber Dewatering’s without the use of government furnished plant.
- Based on definitions above, for each project submitted include:
- Current percentage of construction complete and the date when it was or will be completed.
- Scope of the project
- The dollar value of the construction contract
- The percentage of work that was self-performed as project and/or construction management services or physical construction type work. Must be at least 15% self-performed.
- Whether the project was design/build or design/bid/build
- Identify the number of subcontractors by construction trade utilized for each project.
- Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting; they must perform at least 15% of the cost of the contract, not including the cost of materials, with the firm’s own employees for general construction-type procurement. Include the percentage of work that will be self-performed on this project, and how it will be accomplished.
