Fiber connectivity is required to provide 19 CES dorm managers the capability to access the AFNET from the specific
dorm, which they have been assigned to manage. Also, fiber connectivity provisions the Energy Management Control
Systems (EMCS) the means to remotely control/monitor consumption of heating, ventilation and air conditioning (HVAC), lighting, and water heating systems of the facilities.
The Statement of Objectives (SOO) defines the requirements for the Contractor to engineer, furnish, install and test (EFI&T) new maintenance hole/duct-bank infrastructure and single mode fiber optic cable (FOC) to connect Dorms 714, 718 and 846 to existing base fiber optic infrastructure (ITB 988) at Little Rock AFB, AR.
The contractor shall provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in the Statement Of Objectives. The contractor shall comply with current TIA telecommunication installation and testing commercial standard and base installation standards. All equipment, supplies, and materials provided shall be new and not refurbished.
52.212-1 Instructions to Offerors – Commercial Items Addendum
In order to be determined to be responsive, all quotes must be completed on the attached Price List, respond directly to the requirements of this solicitation, and sent to the identified POC’s. If your quote is determined to be non-responsive, it will not be further considered for award. A complete quote consists of the following:
a) Complete the price and extended price on the Price List based on the quantities provided.
b) Complete the bottom portion of page 3 of the Combined Synopsis/Solicitation document.
c) Review ENTIRE solicitation and fill in all required provisions and clauses. If the annual certification has been completed in the System for Award Management (SAM), FAR 52.212-3 does not need to be completed.
d) Responses shall include a Statement of Work based off of the attached Statement of Objectives. The Statement of Work shall outline the plan to complete the fiber installation and address the requirements in the Statement of Objectives.
e) All vendors must have an active registration in SAM at time of quote submission.
52.212-2 Evaluation – Commercial Products and Commercial Services Addendum
Evaluation of offers will be completed following the instructions outlined in this addendum. The process of evaluation will be as follows: Lowest Price Technically Acceptable (LPTA).
All offers received will be ranked based on their overall price based on the quantities provided. Starting with the lowest price offer, evaluations will be conducted to validate compliance with h the Statement of Objectives. Once two (2) offers have been determined technically acceptable, evaluations will be concluded.
It is the intention of the Government to award one purchase order in response to this solicitation. The one (1) offer with the lowest price technically acceptable (LPTA) will be selected to receive the Service in response to this solicitation.
All questions are due via email to all POC's listed on the solicitation NLT 4:00 PM (CDT) – 01 July 2024. Answers will subsequently be posted on SAM.gov.
Quotes in response to this solicitation must be submitted via email to the primary and secondary POC’s listed on SAM solicitation no later than 4:00 PM (CDT) Friday, 05 July 2024.
