This is a SOURCES SOUGHT SYNOPSIS and is not a pre-solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified U.S. Domestic businesses, which could include Small Business, HUBZone, 8(a), Service Disabled Veteran Owned, Women Owned Small Business firms and even Large Businesses. Responses to this Sources Sought Synopsis will be used by the Government in making appropriate acquisition decisions.
The National Oceanic and Atmospheric Administration (NOAA) National Marine Fisheries Service (NMFS)/Southeast Fisheries Science Center (SEFSC)/Pascagoula, Mississippi.
BACKGROUND:
The NOAA Fisheries Pascagoula facility has dock space to accommodate our large and small research vessels. Throughout the year when they are alongside they need the ability to hook up to shore power. We currently have 480v 3 phase 400-amp service but just purchased a new research vessel that requires 480v 3 phase 100-amp service. The place we need to install this receptacle and breaker box is located 4’ above the concrete dock in a rectangular Stainless-Steel housing with three other service ports already installed for 480v 3 phase and one service of 240v single phase, 60-amp service.
TECHNICAL SPECIFICATIONS:
Primary Issue: Install a compatible connector at the existing ship-to-shore (STS) power module (aka, “turtleback”). Install properly-sized conductors into an existing empty 4” conduit that runs underground from the turtleback to the servicing power distribution panel (PDP) approx. 100’ away. Install appropriately-sized circuit breakers for this circuit. Ensure the specified power is available at the new connector and verify proper operation when the Isabella Rose is connected and operating on shore power.
Secondary Issue: Remove all existing electrical components except the actual connector for the Southern Journey STS power at the south turtleback. Install all needed components (i.e., conductors, transformer, circuit breaker, sub-panels, etc.) to provide STS power to the Southern Journey as described above at the same PDP serving the South Turtleback. All new enclosures shall be National Marine Electronics Association (NEMA) 4X stainless steel.
FINAL DESIGN AND INSTALLATION:
Contractor is responsible for ensuring full design compliance with all applicable codes (National Electrical Code (NEC), safety, etc.) with work performed on this contract, including anything not specifically mentioned in this Statement of Need (SON). Any items required but not included in this SOW shall be highlighted separately and mentioned in Contractor’s bid submittal, along with the reference code cited. Final installation shall likewise be in full compliance with all applicable codes.

The North American Industry Classification Code (NAICS) is 238210, Electrical Contractors and Other Wiring Installation Contractors, with a size standard of $19 million.
Interested firms shall provide, in writing, a brief narrative (no more than 3 pages in length) and documentation to support your firm’s capability and experience meeting the requirements herein and include your firm’s name, address, point of contact, telephone number, UEID Number, CCR CAGE Number, business type and size (i.e., small, large, non-profit, educational, etc.). Any response that does not include this information will not be considered. The Government will review your response to determine if your firm has the experience, knowledge and capability to provide the items as specified above.

No entitlement to payment of direct or indirect costs or charges by the Government will arise because of the submission of contractor’s information.
