This is a Sources Sought posting on behalf of National Technologies & Engineering Solutions of Sandia, LLC (NTESS), the Management & Operations Contractor responsible for overseeing operations at Sandia National Laboratories (SNL), including site locations at the Pacific Missile Range Facility (PMRF) in Kauai, Hawaii. This posting is seeking eligible suppliers who meet NTESS’ listed Mandatory Requirements specified within this posting. If a Request for Quotation (RFQ) results from this posting and the supplier meets the specified requirements, the supplier may be provided an RFQ at a later date.
Mandatory requirements are defined as pre-award, post-award requirements (or both) and verification is required in response to this Sources Sought posting and at the time of RFQ response. Should your firm not meet all the mandatory requirements, it will not be considered for receipt of the RFQ.
Interested Offerors shall respond to each of the following mandatory requirements by stating either "yes, the Offeror meets this requirement" or "no, the Offeror does not meet this requirement" and provide verification documentation as requested in the below requirements to Phillip Scott (Subcontracting Professional (SP)) at pascott@sandia.gov no later than the posting close date.
For this posting, "Offeror" refers to a company interested in proposing on this opportunity to become a Subcontractor, "Subcontractor" refers to a company with a direct contractual relationship with National Technology & Engineering Solutions of Sandia, LLC (NTESS), and "lower-tier subcontractors" refers to companies that the Subcontractor may contract with to perform various scopes of work under this opportunity.
Offerors may submit as members of a Joint Venture or individually, but not both. If a company is a member of multiple Joint Ventures, only one (1) of those Joint Ventures may submit a response. The entire cost of preparing and submitting a response to this posting shall be borne by the Offeror.
If an RFQ results from this posting and there are a sufficient number of Small Business Offerors who meet NTESS's mandatory requirements, NTESS will proceed with this opportunity as a Small-Business Set-Aside. If there is an insufficient number of Small Business Offerors who meet NTESS's mandatory requirements, then large businesses will be considered to receive the RFQ.

The summarized scope of work for this Sources Sourght posting is as follows:
The Subcontractor shall furnish all labor, materials, and equipment to construct a three-story building, referred to as "Kauai Test Facility (KTF) Mission Support Building (MSB)" for NTESS managing Sandia National Laboratories (SNL/Sandia), located on Pacific Missile Range Facility (PMRF) in Kauai, Hawaii.
The Subcontractor shall perform general construction services to provide NTESS with a new facility at the KTF on the Pacific Missile Range Facility (PMRF), Kauai, Hawaii. The new KTF MSB is a three-story, 18,240 GSF new construction building including an observation deck and associated site work. The building shall include office space; restrooms; observation deck; an elevator; and equipment rooms for mechanical, and electrical infrastructure. The project is based upon International Building Code (IBC) 2015 and shall have a construction type of II-B Sprinklered and a type B Business occupancy. Fire Protection and Fire Alarm systems must meet UFC 3-600-01 Fire Protection Engineering for Facilities, NFPA 13, NFPA 72, NFPA 20, NFPA 22, and NFPA 24. The building shall meet Guiding Principles (GP) for Sustainable Federal Building requirements detailed in the below link.

The Subcontractor shall provide preconstruction and construction services during both the design and the construction phases of the project. The preconstruction phase will be referred to as the base scope and the construction phase as the optional scope. During the design phase, the Subcontractor shall act as a subject matter expert (SME) to NTESS to ensure the resulting design is constructible and can be built within available funding. During the optional construction phase, the Subcontractor shall be responsible for all aspect of construction, including management of Subcontractor's lower-tier subcontractors to perform the actual construction.
