Description
This notice is for the Phase I Request for Qualifications (RFQ) 75H70124R00023 for a Design-Build construction project for the Indian Health Service (IHS). Two-Phase Design Build Selection Procedures (see FAR 36.3) are utilized. This solicitation is procured as a 100% Small Business Set-Aside under NAICS 236220 Commercial and Institutional Building Construction / Size Standard $45 million. The estimated price range for design and construction is more than $10 million.
Scope of Work
The IHS is soliciting proposals for a design-build project that will expand the Warm Springs Health and Wellness Center by 18,000 square feet, and renovate 7,500 square feet of the existing health clinic, providing improved access to quality health care on the Warm Springs Indian Reservation. The existing Warm Springs Health and Wellness Center lacks exam room space and pharmacy workspace needed to raise the community’s health status. Providing adequate health care space is crucial for maintaining accreditation and supporting staff recruitment and retention. This project will construct an addition to the existing clinic providing properly sized and modern work space for the Primary Care and Pharmacy departments (the expansion phase). Additionally, space vacated by these departments in the existing clinic will be modernized to provide optimal health care delivery space for Imaging, Lab, and a Specialty Care clinic (the renovation phase). The project will also construct a new access road and make parking lot improvements. This project is consistent with the Warm Springs Health Facility Master Plan that was collaboratively completed by the Confederated Tribes of Warm Springs and the Warm Springs Service Unit. The project is currently completed up to the 35% Design Development stage. See Attachment 1 - Solicitation Narrative for details.
Period of Performance
The Design-Build contract is anticipated to commence in late 2024. The period of performance is 866 days (or 2 years and 4 months) for completion of design (final construction documents) and completion of construction.

Competitive Acquisition
This is a competitive acquisition utilizing Two-Phase Design Build Selection Procedures (see FAR 36.3) and is 100% Set-Aside for Small Business. In Phase I, interested firms or joint venture entities (referred to as "offerors") submit certain specified performance capability proposals, demonstrating their capability to successfully execute the design-build construction contract resulting from this solicitation. The Government will evaluate the performance capability proposals in accordance with the criteria described and will short-list no more than five (5) of the Phase I offerors to compete for the design-build contract in Phase II.
The time and date set forth within this RFQ are for the receipt of proposals for Phase I only. Phase II will be issued to the successful offerors determined to be the five most highly qualified during Phase I evaluation.
Contract Type
The Indian Health Service intends to award a Firm Fixed Price (FFP) Construction Contract in support of this requirement.
