The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to procure BIO-RAD Laboratories INC. test kits. These tests will be used to strengthen rapid test quality assurance in the international countries being supported. It is important to report quality data, reduce costs, and prevent/correct any errors in testing.These test kits have been used to validate and verify sample testing in the International Laboratory Branch in Atlanta, GA to maintain integrity and quality of all samples tested. The data provided from the HIV recency projects are important for future planning of HIV control in these PEPFAR countries and therefore needs to be kept to the same standards.
We now need additional kits to use for PEPFAR assay validation and training. These serological test kits and controls from BIO-RAD are validated and meet requirements needed for proper sample collection, sample processing, and sample storage. These requirements are set by the HIV serology team at DGHT/ILB serology and incidence laboratory and also the President’s Emergency Plan for AIDS Relief (PEPFAR) funded labs who participate in the HIV recency projects. In order to maintain the quality of testing and data the same supplies/reagents are required at all labs. This is vital to maintain the integrity and quality of training panels, plasma samples, and testing outcomes of the many international HIV projects.
These test kits shall include HIV-1/HIV-2 Plus O EIA, Geenius HIV 1/2 Supplemental Assay plus controls, and HIV-1 Western Blot. These requirements are set by the HIV serology team at DGHT/ILB serology and incidence laboratory and also the President’s Emergency Plan for AIDS Relief (PEPFAR) funded labs who participate in the HIV serology projects.
We propose to contract with BIO-RAD Laboratories, INC., located at 2000 Alfred Nobel Drive, Hercules, CA 94547-1801, is identified as a vendor capable of providing the test kits needed.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-l(b) (SAP) and 41 U.S.C. 3304(a). Interested persons may identify their interest and capability to respond to the requirement.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
