CONTRACT: INVASIVE PLANT MGMT IN TEXAS
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format outlined in FAR Subpart 12.6, FAC 2005-87 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. The resultant contract will be awarded using negotiated procedures in accordance with FAR 13. This is a total small business set aside in accordance with FAR 19-502-2. The principle NAICS is 541620, Environmental Consulting Services and size standard is $19M. The National Park Service, Interior Region 2, South Atlantic Gulf requires invasive plant control services in specific treatment areas of four park units within East Texas including: Big Thicket National Preserve (BITH), Palo Alto Battlefield National Historical Park (PAAL), Padre Island National Seashore (PAIS), and San Antonio Missions National Historical Park (SAAN) (See Appendix A for maps of project site locations). Contractor services will include invasive plant control and associated data collection & reporting. The primary target species are Brazilian peppertree (Schinus terebinthifolius), Chinese tallow (Triadica sebifera), giant reed (Arundo donax), guineagrass (Megathyrsus maximus), Johnsongrass (Sorghum halepense), salt cedar (Tamarix ramosissima), and white leadtree (Leucaena leucocephala).
The solicitation number assigned to this requirement is 140P5124Q0035. The solicitation is issued as a Request for Quote (RFQ).
The Government intends to award a Firm-Fixed Price Contract to the offeror that provides the best value without
discussions in accordance with FAR 13. All responsible sources may submit a quote, which if timely received, shall be considered by the Agency. Companies must have valid UEI number and be registered with System for Award Management (www.sam.gov). SAM.gov offers free services. An offeror must ensure that they are self-certified under NAICS Code 541620 in the Representations and Certifications portion of SAM.gov.
