Well Pump Hoist Rig for Yuma Area Office
This Sources Sought announcement is for acquisition planning purposes, and no formal solicitation for this requirement currently exists. All businesses, regardless of size, that can provide the specified items are invited to respond to this announcement and submit a capability statement for consideration. The received capability statements will be reviewed to assess firms' previous experience in performing similar work. Based on this review, an appropriate procurement strategy will be determined, including whether a set-aside is warranted or an alternate procurement approach. It's important to note that the Government does not intend to award a contract based on this notice or pay for any information solicited.
Proposed Project
The Bureau of Reclamation, Yuma Area Office (YAO), has a requirement to purchase one (1) Well Pump Hoist Rig to assist with its Facilities Maintenance Mission of water wells in the Yuma Area.
Well Pump Hoist Rig Salient Characteristics:
Contractor must provide one (1) new, fully functional, and safe Well Pump Hoist Rig
(Good examples include: SEMCO Inc. S-30,000 and Pulstar Mfg. P60NV)
Truck Salient Characteristics:
New, 6X4 60,000 lb. GVWR Truck Chassis.
Minimum 300 HP Tier IV Final Emission Compliant diesel engine.
13 speed manual transmission.
Rear axle differential locks and power diverter inter axle lock.
Vertical exhaust stack, passenger side.
Air ride driver seat.
Cruise Control.
A/C and Heated cab.
AM/FM, Bluetooth radio
Gloss white paint.
Rig Salient Characteristics:
Capable of lifting 60,000 pounds.
Minimum 40-foot telescoping derrick.
Rear outriggers
Front outriggers behind the cab.
30,000lb. single line pull main winch with fail safe brake, which is two-speeds with grooved drum and capable of 140' per minute. Equipped with 275' of 3/4" XIPS or equivalent non-rotational wire rope.
15-ton block and swivel hook with safety latch
30-ton double/triple line block and swivel hook with safety latch.
(Minimum) 6000 lb. tail out winch capable of 140' per minute, with 200' of 1/2" XIPS non rotational wire rope.
(Minimum) 4000 lb. sand line winch with disk brake, variable speed up to 480' per minute, 1000' of 1/2" XIPS non-rotational wire rope.
Air brake for sand line.
Variable speed engine control.
Hydraulic oil cooler capable of operating in 120-degree ambient temperature.
Auxiliary hydraulic valve for operation of power tong hook/spinner and quick couplers located at the rear.
Air supply quick coupler located at the rear.
Hydraulic break out cylinder/system/valve.
Power arm.
Sand line mechanical walking beam-stroker, for well development/rehab.
18' steel flatbed.
Two lockable 96" toolboxes mounted underside on both sides of the vehicle.
Mast and bed painted gloss white.
The applicable North American Industry Classification System (NAICS) Code 333923 Overhead traveling crane, hoist, and monorail systems manufacturing with a corresponding small business size standard of 1,250 employees.

8. Capability Statement (not to exceed 6 pages). A brief summary of capabilities to include demonstration of the company's capability to perform the work. Previous procurements performed of similar size and complexity to include references with point of contact information. Customary lead times for these types of items. Any known or foreseeable issues with manufacturing these types of items.
