This solicitation has been amended for the following reasons:
1) Extend the due date for quotes to be submitted to August 23rd, 2024.
2) Amend the period of performance to August 30th, 2024 to August 29th, 2025
3) Change the equipment specifications
4) Change section 2.7 maintenance of traffic and use of warning devices
5) Change the description of work

FY24 Rexford / Fortine Road Blading
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-03.
(iv) This procurement is a 100% small business set aside. The NAICS code is 115310 and the Small Business Size Standard is $11.5 Million.
(vi) Description of Requirement (including a list of any attachments)
1.1 Scope of Contract. Award of this solicitation will result in Firm-fixed Price contract. The Government needs road maintenance services for Road Grading that will result in the proper mix of aggregates and fines to maintain aggregates on the roadway, the elimination of ruts and potholes, maintenance and functionality of ditch lines and water diversion structures, and removal of rocks, limbs and other debris from the road prism while maintaining vegetation that serves to prevent or moderate erosion from runoff. The services covered in this contract include the furnishing of all labor, equipment, supervision, transportation, operating supplies, and incidentals necessary to perform road maintenance on roads specified herein, in compliance with the terms, specifications, conditions, and provisions of this solicitation. This work will include road grading, scarification, clearing debris from ditches, minor road repair, and other related work necessary to meet the objectives. Standard industry practice indicates use of a motor grader with a 12-to-14-foot moldboard blade and scarifier to effectively perform this type of work. Cleaning culvert catch basins and inlets/outlets, ditches, slides and other similar maintenance items. Some roads or road segments may require scarification in conjunction with grading to cut out washboards and chuck holes. The equipment used to perform this work shall meet safety standards and shall be in good mechanical condition.
1.2 Work Objective. Successful, quality performance will result in road blading, scarification, clearing debris from ditches, minor road repair and other related work necessary to meet objectives. The Government anticipates a minimum rate of production to be 3-4 miles per day.
1.3 Location and Description.
1.31 The work sites are located on Rexford/Fortine Ranger District of Kootenai National Forest. The locations and miles of roads and other information pertinent to each road is highlighted in the schedule of items of this order. Maps are attached and may be requested from the respective Ranger District Offices.

1) Offerors shall have an active entity registration in the System for Award Management in order to submit an offer. https://www.sam.gov/SAM/
2) Offers submitted in response to this solicitation shall include a technical proposal, a price proposal, and contractor representations and certifications.
a) Technical Proposal – The technical proposal shall address the evaluation factors in 52.212-2. At a minimum, the technical proposal shall include:
i) Experience Questionnaire – completely fill out the attached experience questionnaire.
ii) Technical Solution – Provide supporting documentation (written narrative, drawings, specifications (if applicable)) to show what you will do and how you will do it to satisfy the requirement. Include a timeline showing that you will meet the desired delivery date, and if you cannot meet the delivery date, what date can you meet and why.
iii) Past Performance –The government may use past performance information from any available source. If a company does not have past performance information available, information may be provided for predecessor companies, key personnel, or subcontractors. If there is no past performance information available, the offeror will receive a neutral rating in this factor.
b) Price Proposal – Complete the schedule of items located in section five of this combined solicitation synopsis.
c) Representations and Certifications – Fill in the check boxes for provisions 52.204-24 and 52.212-3 of this solicitation and include a copy with your offer.
