This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 and is being conducted in conjunction according to FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
The solicitation number is 12405B24Q0275 and solicitation is issued as a Request for Quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2024-05.
This RFQ is issued for Full and Open Competition. The associated North American Industry Classification System (NAICS) Code is 334512 - Automatic Environmental Control Manufacturing for Residential, Commercial and Appliance Use. The Small Business Size Standards in number of employees is 650 employees.
This requirement is Subject to Availability of Funds. Reference FAR clause 52.232-18. Availability of Funds (Apr 1984).
- Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
The USDA, ARS, SEA, U.S. National Poultry Research Center, 950 College Station Road, Athens, GA location has a requirement for the following.
- Contractor must provide all professional services necessary to provide monitoring for the existing and future critical lab equipment in the 10 story Richard B Russell Building via the Siemens Desigo CC LEM server. Contractor must include all services and field labor, equipment, materials, testing and personal protective equipment necessary to perform the work. Certified Siemens equipment and parts are required for this project. No Government equipment will be available for use by the contractor. All work must be performed in accordance with Statement of Work (SOW).
The contractor shall provide a detailed proposal with a cost breakdown for the project.
The project consists of the following elements:
- Installation of critical lab equipment monitoring at B1.
- Installation of a new PXCM controller in a new enclosure with hinged door in the IT closet on the South and East corridors of the 2nd floor. A small 600VA UPS will be provided to bridge short power interruptions (5 to 10 minutes).
- Installation of a MSTP communication riser and 24VAC power trunk to the remaining floors (9 floors on the East Wing and 4 floors on the South Wing)
- Install (2) TXM1.8x modules within new enclosures in the IT closets of each of the floor. This will provide (275) points for monitoring or control points.
- Contractor shall provide the following in support of this work: (a) BAS design drawings (b) Desigo CC licensing for 300 points (c) (25) sets of 24-count address keys for current and future monitoring modules (d) As-built drawings
As a matter of corporate policy, Siemens Industry, Inc. authorizes only its own factory trained personnel to provide, install, maintain, service and upgrade the Siemens APOGEE products. Their local offices are the only sources available for the procurement of products, technicians and the proprietary information necessary for providing and servicing the Siemens APOGEE equipment. Information relating to Siemens APOGEE software, special tools, improved methods, etc., is not made available to outside sources.
Site Visit. Contractors are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The purpose of a site visit is to observe first-hand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

Any quotations not meeting the minimum specifications and requirements outlined in the Statement of Work (SOW) will not be considered.
In order to be considered for award, Offerors shall respond by submitting One (1) electronic copy as follows:
- Fully completed and signed SF1449 Offer Form original signature and date; acknowledgment of any Solicitation Amendments (if applicable); SAM UEI Number.
- Price Quotation. Pricing shall be submitted using the Schedule of Supplies/Services within the Offer Form (SF 1449); A Firm Fixed-Price quotation (on company letterhead) detailing item description, unit price per item, total price and delivery costs as well as any applicable duties, brokerage, or customs fees. The contractor shall provide a detailed proposal with a cost breakdown for the project.
Items delivered FOB Destination inclusive of all costs.
All responsible sources may submit an offer, which if timely received, shall be considered.
Quotation must be valid for at least 90 days after receipt of quotation.
Rejection of Quotation. Failure to demonstrate compliance will be cause to reject the quotation without further discussion. All responsible sources may submit an offer and will be considered.
52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021).
This solicitation is being issued pursuant to FAR Part 13.106 procedures. The Government anticipates award of a contract resulting from this solicitation to the responsible offeror whose quotation conforms to the RFQ and specifications using Tradeoff Best Value to the Government in accordance with FAR 13.106-2(b)(3) considering three major areas: technical acceptance, price, and past performance. Quotations will be evaluated by performing a comparative evaluation in accordance with FAR 13.106-2(b)(3) to determine which quotation represents the Best Value as a whole. The Government has the discretion to accept other than the lowest priced quotation that provides additional benefits.
Prospective contractors who have not completed electronic annual representations and certifications at http://www.sam.gov/ in conjunction with required registration in the System for Award Management (SAM) database, shall complete and submit FAR 52.212-3 Alternative 1 Offeror Representations and Certifications - Commercial Items and DFARS Representations and Certifications in SAM to be eligible to receive an award for this solicitation.
