b. Clarify page limit for Section L.1.d. Technical adding verbiage, “ Maximum Page limit for Volume I Technical
does not include the page count for the Cost Estimate in response to Attachment 2 Event Plan as well as the Answers
to Attachment 3 Event Plan Questions.
c. Clarify verbiage in Section L.2 Volume I (3) Subfactor c to “This sub-factor evaluates the offeror’s Technical
Expertise. The offer will provide information to substantiate each proposed team member’s technical expertise and
demonstrates a clear understanding of the TRTC mission/test mission and how TRTC supports the USAYPG test
mission and maor PWS functional areas and technical requirements that support YPG’s joing services, commercial
and foreign government customer base.
d. Change the Attachment names in Section L.2 Volume I (3) Subfactor c to “Attachment 2 – Event Plan” and
“Attachment 3 – Event Plan Questions”.
e. Delete Section M.2.1 (7) Performance Plan: the extent to which the proposed strategic Performance Plan will
provide advantages that benefit USAYPG.
f. Add Attachment 8 Questions and Answers Final that addresses the questions provided by industry.
g. Add Attachment 8 Questions and Answers Final to Section J List of Documents, Exhibits, and Other Attachments.
h. Make Corrections to Attachment 1 – Performance Work Statement Part 1 General Information 1. General to
correct the sentence to read, “Such contract service providers shall be accountable solely to the Contractor who in
turn, is responsible to the Government.”
i. Make Corrections to Attachment 1 – Performance Work Statement Section 1.10.5 Transition Period to state, “The
Contractor shall submit a Phase-In/Phase-out Plan within 10 days of award. (Deliverable 23)”.

Replaced DRAFT Solicitation with the Final Solicitation that removes the DRAFT Watermark. Added the date and time to Block 9 of the SF33. No other changes were made to the solicitation.
The U.S. Army Mission and Installation Contracting Command – Yuma Proving Ground (MICC-YPG) on behalf of Army Test and Evaluation Command (ATEC) has a requirement for Tropic Test Support Services. The requirement is a non-personal services contract to provide support for the Tropic Regions Test Center (TRTC) on a wide variety of military electronic systems, materials, weapons, and equipment of all conceivable types, sizes, configurations, and uses throughout Panama and Suriname. The requirement is to plan and conduct environmental tests unique to the tropic regions. Services include test planning, coordination, execution, data collection, data analysis, and test cost estimating.
Procurement Method: FAR Part 15 Contracting by Negotiation utilizing Best Value Tradeoff. The NAICS for this procurement is 541330 Engineering Services with a Size Standard of $25.5 Million. The minimum guarantee will be the Base Period and the maximum value of the contract will be the total value of all the Contract Line Items in the award. The award will be to a single source.
The solicitation is a competitive action on a Full and Open basis.
NO HARD COPIES WILL BE PROVIDED. Notification of posting of any amendments to the solicitation will only be made on the SAM.gov website. It is the sole responsibility of the Offeror to continually view the website for any amendments issued to the solicitation.
