The Department of Veterans Affairs, South Central VA Health Care System (VISN 16) has a requirement for an authorized distributor of Bio-Rad® products to provide Bio-Rad ® Quality Control (QC) material to include VISN wide lot number standardization, lot sequester, and management for VISN 16 Medical Centers and Outpatient Clinic Laboratories. The intent of the projected RFQ is for the award of a firm-fixed price BPA (Blanket Purchase Agreement) for a base year (October 1, 2024 through September 30, 2025) plus 4 one-year options. VISN 16 locations are identified in Attachment A. The Government will not pay for any information received in response to this notice, nor will the Government compensate any respondent for any cost incurred in developing the information provided to the Government. This notice does not constitute a commitment by the Government. Any information provided in response to this market survey will be used for informational purposes only and will not be released. Vendor participation is not a promise of future business with the Government. The purpose of this notice is to conduct market research and obtain information from qualified businesses. Potential sources must demonstrate experience and knowledge of required products and capability to provide products and services. Requirements: The Contractor shall be responsible for assuring that an adequate supply of Bio-Rad quality control materials is available to meet the requirements. All participating V16 laboratories will be on the same lot of Bio-Rad control material at the same time. These items will be of the highest quality, sensitivity, specificity and tested to assure precision and accuracy. Following BPA award, unexpected changes in product will be at the expense of the contractor. Potential sources shall also demonstrate in their response their abilities related to the following: Contractor shall have a valid, signed Vendor authorization letter for distribution of the required Bio-Rad Quality Control products from the manufacturer. Contractor shall provide Bio-Rad quality control materials, assayed and unassayed as delineated for each Bio-Rad product number and product name in Attachment A as described in their respective package inserts and listed in manufacturer s catalog. Bio-Rad control materials shall include all analytes under the provided Bio-Rad product number and product name. Assayed control products with accompanying instrument specific ranges and target values shall be available for existing V16 chemistry/immunochemistry testing instrumentation. Dedicated/designated staff assigned to manage the VISN 16 accounts ensuring BPA requirements are met. Contractor shall assign a single individual to manage the VISN 16 standardized lot sequesters. The individual shall serve as the main point of contact for all communications regarding control products, inventories and sequestered products. Individual shall be experienced in managing multi-facility standardized sequesters of equivalent size and scope. A second individual or team will be identified to serve as the back-up point of contact when the primary assigned individual is unavailable. Contractor shall establish and sequester specific lots of the required Bio-Rad controls to ensure all ordering locations are using the same lot of controls at the same time for like products. Contractor shall establish sequesters based on each respective laboratory test menu and workload in consideration of specific Bio-Rad control product stability, control frequency, lot expiration and availability of storage capacity within each lab at the required conditions. Contractor shall offer maximized expiration dates for control lots to reduce frequency of new lot validations and/or parallel cross over studies for each laboratory. Duration of each lot sequester shall also be maximized by the Contractor to reduce the number and frequency of lot changes and parallel studies for each laboratory. Contractor shall appropriately and effectively manage inventories to prevent product waste. Contractor may relocate product quantities within the network laboratories to enhance standardization of lot numbers at a given time. Concurrence shall be obtained from impacted laboratories prior to any adjustments. Adjustments shall not significantly reduce lot dating or create additional expense to the Government. Contractor shall furnish monthly sequestered inventory updates by laboratory. Contractor shall notify respective laboratories of removals/reductions of lot sequesters prior to monthly updates when significant changes occur and when sequestered quantities reach zero (0). Contractor shall supply courtesy samples of upcoming lot of each control to sites prior to expiration or depletion of sequester inventory for performance of lot validations and/or parallel cross over studies. Shipment timing shall allow for completion of appropriate studies to meet accreditation requirements in adherence to individual lab policy/procedure. Contractor shall provide recall notification, regardless of level, to each facility, and to the VISN 16 COR. Medical Centers shall be notified immediately of any backorder item(s). Contractor s failure to provide any item, contained herein within the specified delivery time shall allow a Medical Center to obtain the product from another source. Deliveries of BPA items shall be made the next business day (Tu-Fri) when orders are placed Monday -Thursday by the specified daily cut-off hour. Deliveries shall be within regular work hours, which are usually 8:00 AM to 4:30 PM Central Time, Monday through Friday, for Medical Center Laboratories. Deliveries to Outpatient Clinic Laboratories shall be made during their hours of operation but no later than 30 minutes prior to daily close of business. Note: Hours may vary at different laboratories.
