This notice does not constitute a request for competitive proposals and is not to be construed as a commitment by the Government for such a purpose.
This is a notice of intent to acquire DormaKaba (Kaba Ilco) keyless lock systems for facilities supported by the U.S. Army Garrison Hawaii (USAG-HI), to be used throughout all new and renovated facilities on Army Installations, under the authority of 10 U.S.C. 2304(c)(1). The Army intends to approve a class justification to acquire Kalba Ilco keyless lock systems to be used as required on Army Installations for a 2-year period. Unless Army policy is otherwise revised, the class justification will be renewed as applicable.
The Army intends to incorporate the requirement for Kaba Ilco locksets into its projects to construct and renovate Installation facilities as necessary. A separate purchase for locksets is neither intended nor forthcoming.
The Assistant Chief of Staff for Installation Management (ACSIM), in coordination with the Installation Management Agency and the Director of Military Programs issued an electronic key card access system policy memorandum. The policy required every Army Installation to develop a master plan for electronic key card access systems that requires Installation buildings to use equipment from a single manufacturer to facilitate consistency, compatibility, and sustainability across Installation electronic key card access equipment.
The intent of the policy is to utilize hotel room type card access systems on interior and exterior doors where keys are provided to successive tenants over the life of the building. This enables USAG-HI to efficiently maintain spare locksets and parts in bench stock to facilitate installation, repair and maintenance.
Firms believing they have an alternate electronic keyless system that can fully meet the lockset standards of the Kaba Ilco keyless access systems may submit a capabilities statement. The capability statement shall be submitted no later than 2:00 p.m. HST, on 19 July 2024 by email to Colin Waki at colin.k.waki@usace.army.mil. The statement shall include the following:
a. Provide fully detailed specification sheets describing the alternate electronic keyless lock systems offered that are equal to and fully compatible with the Kaba Ilco Lockset Standards I, II, and III, as identified below. The specification sheets shall specify the manufacturer’s name, address and country of manufacture.
b. Provide a narrative, no longer than 5 pages, addressing how the alternate electronic keyless system offered is fully comparable and compatible with each of the Kaba Ilco Lockset Standards I, II, and III as identified below. For each of the standards listed below (Lockset Standard I, paragraphs A through K; Lockset Standards II and III, paragraphs A through G), provide an explanation of how your product will function without modification, to operate in the same manner and functionality as the Kaba Ilco locksets. Parts and systems of the alternate product offered must be completely interchangeable with Kaba Ilco Lockset Standards I, II and III. The narrative shall also address the seamless interchangeability of parts and systems with the Kaba Ilco locksets.
The Government will not assume any costs for preparing or submitting information in response to this announcement.
I. LOCKSET STANDARDS FOR EXTERIOR AND INTERIOR LOCKSETS of UEPHs, Transient Lodging, Officers quarters, and Operational Readiness Training Complexes

C. LOCKING DEVICE: Solitaire 710-II features user-friendly, magnetic stripe keycards and a self contained, portable Front Desk Unit (FDU-4) that is easy to use, with no wiring or computer required. Location of card reader shall be located on the inside of the lockset for weatherabiltiy and durability concerns.
D. CLUTCH MECHANISM: durable handle with a clutch mechanism tested to meet a 300 pound load for durability.
E. LOCKSET FINISH: durable brass Ultra-Plated finish over solid brass cover to resist corrosive salt-air for maximum weatherability.
F. PROGRAMMABLE UNIT: Portable Front Desk Unit (FDU-4) is the brains of the system which encodes keycards and programs, audits and upgrades locks, PC or database support is not required but interface is optional. FDU encrypts each keycard with a unique code, is portable with internal battery, serving as backup in the event of power failure.
G. KEY CARD: Programmable FDU-4 must be compatible with the military Common Access Card (CAC). Soldier must be able to use existing CAC card for access. Locksets should be able to operate from the information encoded onto the 3rd band of the high-cosivity magnetic strip located on the back of the military CAC card.
H. KEY OVERRIDE: Removable Core, Key Override feature. This is designed to gain access to a guestroom in the unlikely event of mechanical or electrical lock failure with the added benefit of a removable core. This feature allows quick and easy change out of the core and the key in the event original key is lost or stolen.
I. SECURITY: Security and accountability are key features of the Solitaire 710-II lock. Equipped with an anti-pick latch and 1” solid metal deadbolt to prevent forced entry. Both the FDU and the Solitaire lock offer a detailed audit trail of up to 400 lock transactions, providing legal support in the event of unauthorized access to a room. Lock can be integrated into an existing master key system. With a choice of mechanical key override (removable) and emergency keycard, emergency access is made simple, reducing the risk and costliness of having to drill the lock.
J. SERVICING: Locksets and all associated parts must be serviceable by a local locksmith that can respond to service calls in a timely manner.
K. FEATURES:
1. Access Control: magnetic stripe keycard, complying with ISO Standards and ABA dimensional specifications. Soldier’s keycard allows access to room and any common areas that apply, and can be used at a point-of-sale to post charges to the guest’s room.
2. Construction: All-metal, heavy duty, electronic, mortise lockset. All electronics and batteries are located in the inside housing for protection against environmental conditions and vandalism. Complies with FCC Part 15 Class A and CE directive 89/336/EEC.
