The purpose of amendment 0002 is to answer industry questions, as follows:
Question: Reference SOW Section 3, a. We see the requirement to send Arkansas certification and DoD accreditation and MDLs/PQLs to marcia.a.wayland.civ@army.mil. Should we send this documentation to Marcia Wayland when we send the quote to you, or should we send the documentation upon award?
Answer: Please submit these documents to Larry Owens (email provided in the solicitation) with your quote package. Please DO NOT copy Ms. Wayland when you submit your quote package.
Question: Please send Enclosure 2 – Example MDL PQL Spreadsheet in excel format so that we can add our limits.
Answer: See Attachment SOW Enclosure 2 – Example MDL PQL Spreadsheet
Question: The Price Matrix document only includes a few of the tests listed in Enclosure 1 of the SOW. Please confirm that we should only quote the tests in the price matrix and not the entire list in Enclosure 1.
Answer: Yes. Only quote the tests listed on the Price Matrix.
Question: If all tests in Enclosure 1 are to be priced, please confirm that it is acceptable to only bid on the tests that we perform.
Answer: A quote must contain pricing for all tests listed in the Price Matrix to be considered Technically Acceptable
Question: When is this project slated to start?
Answer: The projected start date for this contract is 03 September 2024.
Question: What is the frequency?
Answer: Project is on-going. We sample most of our groundwater wells twice a year: March through June and then September through mid-December. So no samples for this project in July, August, January, and February. We have 150 wells we sample in the first round and 100 wells in the second round. Of all of these samples 11 in each round are surface water. The rest are groundwater.
Question: Please confirm the following list of compounds:
Anions: Chloride, Sulfate, Nitrate, Nitrite
Dissolved Gasses: Methane, Ethane, Ethene, Carbon Dioxide
Answer: Anions—Chloride, Fluoride, Sulfate, Nitrate, Nitrate+Nitrite as N Dissolved Gasses—Methane, Ethane, and Ethene only; no Carbon Dioxide required.
Question: For Mercury, please advise of what reporting limit is required. The excel sheet you provided noted 245.1 (similar to 7470) or 1631,
Standard Mercury: Method 7470: LOQ: 0.250 ug/L, LOD: 0.20 ug/L.
Low Level Mercury: Method 1631E: LOQ: 0.50 ng/L, LOD: 0.20 ng/L).
Answer: Standard Mercury limit is what we need—0.2 ug/L LOD—so Method 7470 is acceptable.
Amendment 0001 to this solicitation is to upload the Statement of Work.

US Army Contracting Command – Rock Island, Munitions and Industrial Base Division – CCRI-AIE
1. This combined synopsis/solicitation for commercial items is prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
2. The U.S. Army Contracting Command – Rock Island (ACC-RI) hereby requests a quote for Arkansas Department of Environmental Quality (ADEQ) and Defense Environmental Laboratory Accreditation Program (ELAP) certified laboratory testing services in accordance with (IAW) Enclosure 1 “SOW ELAP Testing Services”.
3. Solicitation W519TC-24-Q-0179 is issued as a Request for Quote (RFQ), being awarded as a multiple award Blanket Purchase Agreement (BPA) IAW FAR 13.303, FAR 13.106-1(b)(1) and the terms and conditions listed below under the heading “Contract Terms and Provisions”. This combined synopsis/solicitation is being released IAW FAR Part 12 and FAR Part 13.
The Government Anticipates awarding two BPAs as a five-year agreement.
4. The following NAICS code and small business size standard apply: NAICS: 541380 Size Standard: $19,000,000.00.
5. Vendor shall provide a pricing for all listed tests in Enclosure 2 “Price Matrix of Required Tests”.
6. FAR 52.212-1 Instructions to Offerors-Commercial Items, and any addenda to this provision, are applicable to this acquisition.
7. FAR 52.212-2 Evaluation – Commercial Items, and any addenda to this provision, are applicable to this acquisition.
8. Offerors shall submit a completed copy of FAR 52.212-3 Offeror Representations and Certifications-Commercial Items with its offer.
9. FAR 52.212-4 Contract Terms and Conditions – Commercial Items, and any addenda to this clause, are applicable to this acquisition.
10. FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, and any of the FAR Clauses marked, in the full text FAR 52.212-5 included below, are applicable to this acquisition
11. This acquisition is not rated in the Defense Priorities and Allocations System.
12. All questions shall be submitted by 1:00pm, Central time on 15 July 2024. The USG is not obligated to answer questions submitted after this time. All reasonable questions submitted by the date listed above will be answered via amendment to the solicitation.
13. The Place of Performance is the vendor’s laboratory.
14. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2027-05, published 22 April 2024.
