Archeological Overview Assessment at Brown v. Board of Education National Historical Park, Topeka, Kansas (Reference 140P6024Q0055)
The National Park Service (NPS) is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey.
The work will largely take place at Brown v. Board of Education National Historical Park, Topeka, Kansas. A summary of the work follows:
The purpose of this project is to collect and synthesize specific data concerning the spatial, historical, and cultural context of archeological resources in BRVB. In addition, the Archeological Overview Assessment (AOA) will identify and prioritize areas where future research is needed and how best to manage all known sites. The project will build from a 2022 Kansas Archaeological Training Program field school conducted in partnership with the Kansas State Historical Society and the Kansas Archaeological Association.
Changes in management priorities, archeological survey methods, property acquisitions, and other issues have made a reassessment of data regarding the nature, location, and condition of specific archeological resources necessary. Historical and cultural context for park management units will be developed for use in interpretation and evaluation of known and potential archeological sites. Areas of potential archeological sensitivity will be identified through previous research, environmental factors, and documented prior disturbance to aid in management decisions and guide future research. Archeological sensitivity must be determined in active consultation with the NPS and stakeholders (THPOs and SHPOs).
From this project, the park will acquire a concise set of baseline documentation for their archeological resources. The project will help update the park¿s cultural resource GIS data and add to the larger understanding of archeological sites within their boundaries. The work will provide a foundation for effective and sustainable protection, preservation, interpretation, and management of the park¿s archeological resources.
The AOA shall:
o Identify the need for additional field surveys or excavations to locate, evaluate, and document resources
o Describe the area's environment and culture history
o List, describe, and evaluate its known archeological resources
o Describe the potential for as-yet-unidentified archeological resources
o Summarize and evaluate past research in the area or region
o Outline relevant research topics
o Provide recommendations for future research
o Summarize the location of collections of archeological materials and associated records related to park resources
o Contain a comprehensive bibliography
The NAICS code for this project is 541720 - Research and Development in the Social Sciences and Humanities, with a small business size standard of $28M.
Contractors must be registered as a small business and any socio-economic groups represented in SAM (System for Award Management) under NAICS code 541720 to be considered/confirmed.
All scope of work documents will be provided if/when the government proceeds with a formal solicitation.

This market research is being conducted to acquire additional information about potential contractors that may be interested in performing this work. This is not request for quote (RFQ) and does not constitute any commitment by the Government to issue any solicitation. All interested firms must respond to future solicitation announcements separately from responses to this market survey. Any solicitation that may be issued will be posted on SAM.gov.
