Q1. Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals?
A1. No, they do not have to be separate individuals.
Q2. Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market conditions for the equipment for this project?
A2. Yes, period of performance is negotiable to be extended due to material/equipment lead time delays.
Q3. Can you please provide a list of equipment, or secondary structure, which will need to be temporarily removed and replaced as the new panels are installed?
A3. Any control panels, conduit attached to GH framework ( removal shouldn’t be necessary in all spaces). Mostly just detach and reinstall upon installation of poly sheeting. Pics and more detailed list can be provided if needed.
Q4. Can you please confirm if the existing doors are to be removed and replaced? If so, can you please provide dimensions and hardware requirements?
A4. Existing doors are to remain in place. Removal and reinstallation is acceptable if needed to move materials more freely.
Q5. During the site walk, it was discussed that contractors might need to present an option to adjust the existing framing in order to install the full 4'W sheets instead of 2' sections; this goes against the solicitation language - can you please clarify?
A5. I discussed with all the contractors to write bids according to the statement of work. I did discuss with them as a bid option to include using 4ft sheets instead of the smaller strips of poly. This can be achieved on the existing framework. I told everyone if they or their company were required to use any added framework they deemed necessary to use the 4ft sheets to add it into their bid option quote.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 and is being conducted in conjunction according to FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
The solicitation number is 12405B24Q0307 and is issued as a Request for Quotation (RFQ). This notice incorporates provisions and clauses in effect through the Federal Acquisition Circular 2024-05.
This requirement is being solicited as a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 238150 – Glass and Glazing Contractors. The small business size standard is $19.0M.
THIS REQUIREMENT IS SUBJECT TO AVAILABILITY OF FUNDS (SAF).
The USDA, ARS, SEA, Crop Genetics and Breeding Research, Tifton, GA location has a requirement for the following:
- Greenhouse 41 Glass Replacement – Upgrade exterior wall surfaces by replacing existing glass with polycarbonate panels.
- Contractor must remove and replace obsolete glass panels from Greenhouse envelope as well as all exterior/ interior walls and replace with compatible polycarbonate panels in all areas of Building 41. All polycarbonate panels are to be compatible in thickness and dimensions with the existing glass panels so that no modifications to the greenhouse structure is required. This building has approximately 2,697 square feet. All work must be performed in accordance as specified in attached Statement of Work (SOW).

Site Visit. Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

In order to be considered for award, Offerors shall respond by submitting:
- Fully completed and signed SF1442 Offer Form original signature and date; acknowledgment of any Solicitation Amendments (if applicable); Include SAM UEI Number.
- Price Quotation. Pricing shall be submitted using the Schedule of Supplies/Services within the Offer Form (SF 1442); A Firm Fixed-Price quotation (on company letterhead) detailing item description, unit price per item, total price and delivery costs as well as any applicable duties, brokerage, or customs fees. The contractor shall provide a breakdown of price with various cost elements (e.g., materials, overhead, labor, sub-costs, etc.).
Quotation must be valid for at least 60 days after receipt of quotation. Items delivered FOB Destination inclusive of all costs.
Rejection of Quotation. Failure to demonstrate compliance will be cause to reject the quotation without further discussion. All responsible sources may submit an offer and will be considered.
