This is a Sources Sought Request for Information only. This is not a Solicitation Announcement, nor is it a Request for Proposal. This request does not obligate the Government in any contract award. The U.S. Army Corps of Engineers, Savannah District is issuing the sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for civil works construction. The result of this market research will contribute to determining the method of procurement.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990 with a size standard of $45 Million. The potential magnitude for this requirement is estimated between $1,000,000.00 and $5,000,000.00 in accordance with FAR 36.204 (f). Background: The purpose of this project is to construct of a public boat ramp on Hutchinson Island to restore recreational boating access to the Back River.
The project is located within the City of Savannah city limits in Chatham County, Georgia on the North end of Hutchinson Island, at the site of the former tidegate structure managed by the Corps of Engineers, on Government-owned lands. The site is bordered to the west by existing and future residential development, to the south and east by future residential development and to the north by the Savannah Back River.
Scope of Work: The work consists of construction of a boat ramp, parking lot, dock and access road and incidental related work. The concrete boat ramp will be two lanes wide on the Savannah Back River. The boat ramp location is currently an armored shoreline. This work will require removal and replacement of stone shoreline protection along the Savannah Back River. The parking lot will consist of twenty (20) parking spaces for vehicles with trailers, twelve (12) standard parking spaces and handicap accessible parking. The loading dock will consist of concrete pier and piles with aluminum gangway and floating dock. Vibratory hammers are the preferred installation method for concrete pier and piles and must be used for pile installation. Vibratory hammers may be used year-round. The access road will tie in with adjacent City of Savannah roads and built to the State of Georgia Department of Transportation specifications. The access road is approximately 1,150 ft long and is a two,14-ft lane paved roadway with curb and gutter. Additionally, this project will include landscaping and signage.
The Construction period is 365 calendar days.

Also provide capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. Please provide examples at a minimum of one (1) project, but no more than three (3) examples of projects substantially completed (at least 75% construction completed) within the last five (5) years in which you have demonstrated the construction capability and identify your role in the project. At least one point of contact (with email address and phone number) for project validation per project must be provided. Projects will be considered similar to this procurement if they are similar in complexity, type, scope and magnitude. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements to include the percentage anticipated to be self performed by each party.
