The virtual public bid opening will be held at 1:00 PM local time on 8/13/2024 at the link and/or the phone # provided above. A hard copy submission is not required. II. The following changes are made to the Drawings: The following changes/clarifications are made to the notes on the drawing; 2. Section B: 2.6. The following Questions and Answers / Clarifications are the result of bidders request(s) for information: Q1. Can the VA provide a staging plan for all roofs to include hours and requirements listed? A1. Staging plan would be the contractor s responsibility to prepare and submit for VA review and approval. Q2. What is the plan for lightning protection? Not in specs but exists on roofs. A2. Contractor is responsible for removal and reinstallation of lightning protection system. Removal and reinstallation required to be performed by a certified individual. Q3. Walkway for fully adhered roofs come 30 wide and that is what is specified, would this be sufficient for all walkways? In lieu of 2 and 4 ? A3. 30 is appropriate for 2 . Where 4 is required two 30 side by side is appropriate. Q4. Does the infrared moisture survey apply to this project? A4. Not required, not applicable. All insulation should be replaced. ROOF A: Q5. Confirm reuse of all metal flashings (counterflashing/coping), install new only where damaged. A5. Yes, reuse all undamaged metal flashings, install new only where damaged. Reinstalled flashing deemed to be damaged by VA to be replaced at contractor s expense. ROOF B: Q6. Can VA provide layout of where the walkway is to be installed? A6. 4 (or two 30 side by side) wide walk mats to be installed from access door out to and around air handler and exhaust fan. Contractor would be responsible to submit walkway layout for VA review and approval. Q7. Please define replace all flashing areas with a layout to verify roofing scope? A7. Replace all flashing including copper flashing at parapet. Flashing should extend over top of parapet and include top cap. Railing to be removed and reinstalled to facilitate replacement of parapet flashing. Refer to main drawing G000 to verify roofing scope. Q8. What is the type of coating on this roof? A8. Roof coating to be field verified by contractor. ROOF C: Q9. Please provide 2 walkway layouts for this roof? A9. Provide 4 (or two 30 side by side) walk mats from access ladder to the air handlers. Provide 2 wide walk mats around all roof mounted exhaust fans and chillers and connecting to the main walk mats. Contractor would be responsible to submit walkway layout for VA review and approval. Q10: Confirm reuse of all metal flashings (counterflashing/coping), install new only where damaged? A10. Yes, reuse all undamaged metal flashings, install new only where damaged. Does flashing refer to the roof edge? A11. Refer to main drawing G000 for roofing scope. Replace ALL flashing. Yes, flashing refers to roof edge. Q12. Can this roof take fastener penetration with it being high voltage (is there any safety issues)? A12. Specs call for a fully adhered system. Q13. Can all work be completed during normal (0700-1530) daytime shifts? A13. Crane operation will need to be coordinated and is restricted to Saturdays, Sundays, and federal holidays. Q14. Can the Site Superintendent fulfill the duties of the SSHO as well? A14. Yes Q15. What is the anticipated award date for this project? A15. Contract award will not be delayed after bid opening and is anticipated within approximately 2-3 weeks from opening. Q16. When is the Notice to Proceed anticipated to be issued? A16. Notice to proceed will be scheduled based on award date and is not expected to be delayed. Q17. When is the anticipated Start of Construction for this project? Will this project need to be completed during the upcoming winter? A17. Start of construction will be dependent on submission/approval of contractor s submittals. No, this project will not need to be completed during the upcoming winter. The VA anticipates some roofs to begin replacement next spring. Q18. In section 01 00 00 1.11.C, referring to delivering two electronic copies of complete As-Builts after each completed phase. Does this also apply to shop drawings? If electronic, does the VA require two? A18. Provide electronic and one hard copy. Q19. What does (how many) the VA require for hard copies of the completed O&M? Do the manuals require delivery when the equipment arrives or at substantial completion? Q19. At completion of the job two (2) hard copies and one (1) electronic copy is sufficient. Q20. Specification Section 01 33 23, Will submittal exchange be used for this project and who is responsible for the cost of submittal exchange? A20. VA intends to pursue purchasing Submittal Exchange for this project, at cost to the government. Q21. Is a submittal log/register required for submission by the contractor for this project? Reference 01 33 23 1.3C, the VA provides the initial register. A21. Contractor shall develop and maintain submittal register for the project. VA anticipates procuring submittal exchange for use on this project. Q22. Reference 01 35 26.1.13, is Tuberculosis Screening required on this project? Can the Department of Health Services Wisconsin risk assessment TB questionnaire satisfy this requirement for this project? A22. TB screening is not required. Q23. Will crane picks for the rigging of equipment and materials be restricted to federal holidays and weekends? A23. Yes. See question 13. Q24. Is there an area planned for the use of a crane to set up for the sections of roof? The crane size is TBD but will need areas to set up at each area for use during the work. A24. Areas for crane set up to be submitted by contractor for VA review and approval. Q25. Will the crane need to be lowered to the ground nightly to not interfere with Flight for Life This will require space for the boom. A25. Yes. Information will be provided to the contractor after award concerning flight operations. Q26. Please confirm there are no new steel steps, ladders or railings required for this roof work project. A26. Confirmed, there are no new steel steps, ladders or railings required for this roof work project. Q27. There are a number of lightning protection systems installed on various roofs. These will need to be removed, reworked and or altered to complete the work. What is the required scope for this work? Will the system need to be recertified after the work? Who is responsible for this certification? A27. See question 2. Q28. Who is responsible for the design of the lightning protection system? Can drawings and a clear defined scope be provided for bidding? A28. See question 2. Q29. What electrical requirements should be included as there are no electrical drawings for removal and replacement of conduits, boxes, and devices that are attached to parapets, structures, and walls throughout the area. A29. Electrical conduits, boxes and devices shall be removed, retained, and reinstalled by a certified individual. Q30. Area B was noted as replacing the flashings as required. Does this include the Parapet flashing that appears to wrap up the parapet wall and terminate on the top of the existing stone cap. Can a new detail for the flashing required be provided? A30. Area B requires ALL flashing to be replaced including parapet flashing. See Answer 7. Q31. At area B there is a HM Door and frame that leave the building to enter the roof area. How is the contractor to flash this existing opening? Please provide a detail. Should the door and frame be removed/ replaced to flash the roof? A31. Door and frame to be removed, modified, or replaced as needed to accommodate installation of new insulation, roofing material and flashing.
