The purpose of this Sources Sought notice is to obtain information from qualified sources with special interest relative to the North American Industry Classification Code (NAICS) 337121 - Upholstered Household Furniture Manufacturing. The Government will not pay for information received in response to this Sources Sought, nor will the Government compensate any respondent for any cost incurred in developing the information provided. This Sources Sought does not constitute a commitment by the Government. Information provided in response to this market survey will be used for informational purposes only and will not be released. Contractor participation is not a promise of future business with the Government. Requirement The Clement J Zablocki VAMC, Milwaukee, WI., Veterans Integrated Services Network (VISN) 12, is seeking sources for the purchase of Fisher House furniture replacement. We are replacing the furniture in four of the sixteen rooms. The four rooms currently have two twin size beds and those will be replaced with two full sized beds, or one queen sized bed. Due to replacing the beds the other furniture in the guest rooms will also need to be replaced. Brand name only furniture is required to maintain the continuity of lodging experience across the Fisher House locations. This sources sought is restricted to domestic end products. To qualify as a small business seller your company must meet the requirements of 13 CFR 121.406 (b)(1)(i), (b)(1)(ii) and (b)(1)(iii). It is essential that furniture required be delivered, staged/moved and installed working with the COR and or the Fisher House Manager. Timely delivery and installation of furniture is essential for government operational use. Furniture will install during normal business hours and shall be complete from start to finish in 10 days after the projected delivery date of the new furniture. The vendor shall be responsible for removing and disposing the packaging materials. Upon award, the VA will require that the bill of materials is tagged by area/room for ease of installation. A project manager or project designer and installation foreman must be onsite during installation. Furniture Project Delivery, staging, and installation/configuration of furniture for the Fisher House II (including all fasteners and fixtures required for assembly), and warranty service in accordance with a result in a turn-key furniture solution. Installation must be performed by a licensed and bonded installation company, including any proprietary certifications necessary to maintain product warranties. SECTION B: Basis of Furniture Specifications Refine and coordinate directly with vendor/manufacturers delivery orders, staging/storage, moving and installation of the following furniture specifications in the Fisher House to ensure a seamless turn-key furniture solution. The VA does have storage on site. The contractor shall coordinate all delivery timelines and installation with the COR. Vendor shall provide a written warranty on all system components from manufacturer. Room Requirements Contractor shall provide the following furniture for rooms 101, 105, 201, 204: 4 full size bed frames (101 and 105) 2 queen size bed frames (201 and 204) Nightstands Chest of drawers Desks- not to exceed 48 width. Due to the size of the rooms, it is important that the sizes stay true to the dimensions listed above. This is so the rooms are as spacious as possible and free from obstacles for those with mobility difficulties. Furniture Requirements: Each room is to be designed slightly different with the use of color on the furniture. The colors used are calm, cool colors pleasing to the eyes. Each room is to be designed similar to the rest of the guest rooms. Desk must not exceed 48-inch length. Room furniture is to coordinate color with the bed frames. Chest of drawers cannot exceed 45-inch length. The contractor shall have a minimum of three years of experience and knowledge designing and furnishing VA Fisher Houses. Contractor is responsible for delivery and set-up of all furniture. Furniture is to be damage free upon delivery. If damage is noted, furniture pieces will be replaced free of charge. The contractor is required to supply all necessary equipment for moving: dollies, flat carts, panel carts and floor protections as directed by the COR. All furniture packaging materials are to be removed from the premises by the contractor. SECTION C Milwaukee VAMC will not provide equipment, tools, or labor to assist in furniture deliveries. All necessary equipment and manpower must be included in bid. Milwaukee VAMC will not provide on-site storage for furniture requirements. Necessary storage must be included in proposal. Any damage to the Milwaukee VAMC facility incurred through the installation process must be repaired within 30 days at the furniture vendor s expense. Vendor is responsible for notifying VA Interior Design contact in advance of arrival and departure, providing review of all product and site conditions before signing off. Work is to be performed between 8:00am and 4:30pm weekdays unless specifically coordinated otherwise. The deliveries will take place right at the Fisher House location where there is no loading dock. You would need to provide a lift truck for deliveries. There is an elevator in the house to get access to the second-floor bedrooms. Deliveries must be scheduled & coordinated through the VA interior designer before installation. SECTION D Required Bid Package: Include warranty information for each manufacturer as well as proof that furnishings meet the specifications. The bid should include a bill of materials with product subtotal, labor line item and total cost. Responses must include the following information: 1. Company name, address, point of contact and email address 2. Size status and representation/s of the company (i.e., Service-Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), HUBZone, Woman Owned Small Business (WOSB), Large Business, etc.) 3. Is the company considered a small business under the NAICS code 337121? 4. Does the company manufacturer the product being offered? 5. If an authorized distributor/reseller response must include documentation from the manufacturer confirming authorization to sell the referenced items and/or products being offered. 6.
