This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, following FAR 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. An award, if any, will be made to the responsible offeror who submits a quote that (1) conforms to the requirements of the synopsis/solicitation; (2) that receives a rating of “Acceptable” on the Technical Capability evaluation factor; and (3) that submits the quote with the lowest total evaluated price (TEP), provided that the TEP is not unbalanced and is determined to be fair and reasonable. The Government reserves the right to award without discussions or to make no award at all depending upon (1) the quality of quotes received and (2) whether proposed prices are determined to be fair and reasonable.
1. The solicitation number is A039059. This solicitation is issued as a Request for Proposal (RFP). A Firm Fixed Price type contract will be awarded.
2. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-05, effective 22 May 2024.
3. This combined synopsis/solicitation is being issued as Total Small Business set-aside, and the associated NAICS code is 812332 – Towel Supply Services, Small Business Size Standard $47.0M.
4. Offeror’s shall provide a completed Price List (see “Attachment 3 – Price List”).
5. DESCRIPTION OF SERVICES: For all orders, quantities shall be in accordance with the requirements set forth in the order. Charges shall be based on the number of clean towels delivered. Delivered towels shall not have any unserviceable discrepancies—ex: tears/rips/holes. For both pickup and delivery, verification of quantities shall be performed by a Government representative. Failure by the Contractor to obtain this verification shall relieve the Government of any responsibility for claims submitted by the Contractor for a difference in the count of towels delivered or picked up. The Contractor is required to comply with all federal, state, and local laws, rules, and regulations as set forth within each EPA region and state, as they pertain to the industrial laundering of no disposal textile towels contaminated with oils, greases, hydraulic fluid, paints, and solvents. Where applicable, the Contractor shall be required to ensure all subcontractors utilized are also in compliance with these requirements. If it deems it necessary, the Government may request the Contractor to provide copies of current Federal or State certificates/licenses where it is conducting business as well as copies of all Federal or State certificates/licenses of the subcontractors the Contractor utilizes. The Contractor must possess all licenses and certifications required by federal, state, and local laws prior to the performance of this contract.
