Replace train 1 diffusers who is responsible for draining down and removing debris?
It is anticipated that there will be a limited number of rags, grit sludge and debris. In case there are materials that need to be removed we propose utilizing a vac truck service. We propose billing this per vac truck disposal rate for example if it requires 2 vac trucks, we will bid it as dollars/vac truck. We want to verify if this is the correct method to submit the bid for this part of the project.
You are welcome to come back next week anytime during business hours (730am-4pm) to take any measurements.

This solicitation document and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2024-05 dated May 22, 2024.
The solicitation number is 20244321003 this solicitation is issued as a request for proposal (RFP). The requirement is for replacement of the Train 1 Bioreactor Diffusers, two Blowers and 4 RAS Pumps for the International Boundary and Water Commission, Nogales International Wastewater Treatment Plant (NIWTP), located at 865 East Frontage Road, Rio Rico, Arizona, 85648.
This is a 100% Small business Set Aside, Request for Proposals (RFP). The associated North American Industry Classification System (NAICS) code is 221320 Sewage Treatment Facilities, with a corresponding small business standard of $35,000,000.00. The Product Service Code (PSC) for this requirement is N047 Installation of Equipment- Pipe, Tubing, Hose, and Fittings.
Only offers from SAM registered businesses will be considered for this solicitation.
Services shall be quoted ALL or NONE as per CLIN structure attached and returned with your quote via e-mail directly to my attention at seone.jones@ibwc.gov with 20244321003 Train 1 Diffusers in the subject line.
Quotes shall be good for 120 Days.
Site visit will be held on July 31, 2024, 9AM. Attending the site visit of where the work will be performed is highly recommended – pictures are allowed but no pictures of other attendees or IBWC personnel are allowed. PPE is required – hard hat and protective footwear. The USIBWC will not provide PPE. Site visit Point of Contact is Mr. Albert Flores, (575) 956-3672.

Description: The International Boundary and Water Commission, United States Section (IBWC) requires the replacement of the Train 1 Bioreactor Diffusers, two Blowers and 4 RAS Pumps for the International Boundary and Water Commission, Nogales International Wastewater Treatment Plant (NIWTP), located at 865 East Frontage Road, Rio Rico, Arizona, 85648.
Refer to attached PWS for description of the requirement to include dates and places of delivery, inspection, and acceptance. Your Proposal and the CLIN structure attached shall be returned with your quote via email to my attention with information requested.
The destination for FOB Destination shall be the Nogales Field Office.
Evaluation of Offer – The Government will award a contract resulting from this combined synopsis/solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous, best value to the Government, price and other factors considered. The following factors shall be used to evaluate Offers: Price, Technical acceptability to meet IBWC requirements; Technical Approach and Past Performance.
Award will be made to the responsible offeror whose offer represents the Best Value to the Government, in consideration of all factors. The following factors will be used to determine the most advantageous offeror to the Government: 1) ability to meet the technical and performance requirements listed in the PWS; 2) ability to meet the experience requirements listed in the PWS and Section L of the RFQ; 3) ability to meet the period of performance requirements (180 days); and 4) price.
Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. NOTE: The offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) website accessed at https://www.sam.gov.
