The contractor shall provide all qualified personnel, transportation, tools, equipment, materials and services required to perform Giant Voice Propagation Testing on Little Rock AFB, AR 72099. The contractor shall accomplish all services below to meet the requirements of the Performance Work Statement (PWS). Work shall be in compliance with all Federal, State and local regulations, codes and license requirements.
Contractor shall develop a pre-deployment map and spreadsheet listing all proposed points and identify GPS coordinates at those locations. The contractor shall evaluate the area of interest and provide drawings showing the ambient noise present at the Little Rock AFB. The contractor will provide onsite ambient noise and sound analysis with a calibrated sound meter (Larsen Davis 831+ SPL Meter or equal) to measure the typical noise level at predetermined points around the base. The contractor will utilize the drawings, designating the study boundaries, base layout, and separate drawings showing all spaces to be evaluated, confirmed by Little Rock AFB. The contractor shall evaluate the drawings to determine if the speaker design is adequate to notify personnel in the event of an emergency.
The Government will assign a rating of “Acceptable” or “Unacceptable” to the offeror’s submission of the description of flooring to be used. An Acceptable flooring description will meet the specifications described in the Performance Work Statement (PWS). An Unacceptable flooring description will not meet the specifications described in the Performance Work Statement (PWS). An Unacceptable flooring description will result in the entire quotation being determined unacceptable and the offeror's proposal will not receive further consideration.
