QUESTION: Will the furnishings and any equipment and or objects be removed of lab rooms? Are we move any equipment and/or items in lab rooms as well as protect?
ANSWER: Any information boards of signage on the walls will need to be removed and reinstalled by the contractor. Lab equipment will remain in place. Furnishing such as tables will need to be pulled away from the wall.

Q1. Can pictures of hallways and areas to be painted be provided?
A1. Hallway picture provided. Lab and office areas may contain personal effects and or sensitive research equipment.
Q2. Can square footage be provided?
A2. Hallway sq ft-504, Lab 2-600, Lab 4-600, Lab 6-320, Lab 8-480, Lab10-252, Office areas approximately 168 sq ft per room. No painting on inside of Mechanical Room.
Q3. Can we work outside of normal operating hours so as not to cause a disturbance? Can we work over weekends?
A3. No operation on weekends or outside normal business hours.
Q4. What colors will be used?
A4. Lab will decide with selected Contractor. Color selection is not necessary to provide a proposal. Colors determined after job award.
Q5. Can pictures and square footage be provided for the bid option areas? Walls and trim in the office and labs. How many offices and labs are there?
A5. Square footage provided in answer to Question 2. Four office doors, Five Lab doors, Three bathroom doors.
Q6. Eggshell is a softer sheen that makes touch ups easier, and also does a better job than satin sheen paints do at hiding imperfections can eggshell be used for the walls.
A6. Agree that Eggshell is preferable however Laboratory personnel makes that decision.
Q7. A higher end paint would need to be used for the semi-gloss trim and doors because semi-gloss will show all brush marks and stipple from the rollers. A higher end patent flows better.
A7. All paint must be first tier manufacturer such as Sherwin-Williams, Behr, Benjamin Moore for example. Metal doors and trim should always be painted with enamel paint (again first tier manufacturer). Recycled paint is not allowed to be used.
Q8. Could you share the square footage of the hallways and the number of doors that need to be painted?
A8. See answers provided to Question 2 and Question 5.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 and is being conducted in conjunction according to FAR Part 13, Simplified Acquisition Procedures as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.
The solicitation number is 12405B24Q0329 and is issued as a Request for Quotation (RFQ). This notice incorporates provisions and clauses in effect through the Federal Acquisition Circular 2024-05.
This requirement is being solicited as a Total Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 238320 - Painting and Wall Covering Contractors. The small business size standard is $19.0M.
The USDA, ARS, SEA, Tifton, GA location has a requirement for the following:
- Interior Wall & Doorway Paint, Building #32. Repaint hallways, hallway facing door frames and doors in Corn Genetics Lab, Building 32 at 2773 Davis Road, Tifton, GA 31793 in accordance as specified in the attached Statement of Work (SOW).
Disclosure of the magnitude of construction project: Less than $25,000.

Site Visit. Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.

In order to be considered for award, Offerors shall respond by submitting:
- Fully completed and signed SF1442 Offer Form original signature and date; acknowledgment of any Solicitation Amendments (if applicable); Include SAM UEI Number.
- Price Quotation. Pricing shall be submitted using the Schedule of Supplies/Services within the Offer Form (SF 1442); A Firm Fixed-Price quotation (on company letterhead) detailing item description, unit price per item, total price and delivery costs as well as any applicable duties, brokerage, or customs fees. The contractor shall provide a breakdown of price with various cost elements (e.g., materials, overhead, labor, sub-costs, etc.).
Quotation must be valid for at least 90 days after receipt of quotation. Items delivered FOB Destination inclusive of all costs.
Rejection of Quotation. Failure to demonstrate compliance will be cause to reject the quotation without further discussion. All responsible sources may submit an offer and will be considered.
Contractors intending to conduct business with the Federal Government MUST register with the System for Award Management (SAM) database prior to submitting a quotation. Registration is free and you may register online at www.sam.gov.
