This notice aims to provide public notice of a forthcoming project at Kuching, Sarawak, Malaysia. The government plans to issue a solicitation approximately the end of July 2024. This notice also aims to collect names of contractors interested in attending the site visit for the Base Access Request (BAR) that will be facilitated by the US Government.
Projects Description: This is a design build project to provide complete design and construction of a Maritime Training Facilities in Kuching, Sarawak, Malaysia. The Maritime Training Facilities consist of 5 buildings: Barracks (2 buildings), Dining Facilities (DFAC), Training Room, and Shore Maintenance Facility.
The renovation of barracks refurbishes two existing barrack wings, which together comprise a total of 18 rooms with individual bathrooms. This refurbishment will provide accommodations for 26 students, with 13 rooms designated for double occupancy, and 5 rooms designated for single occupancy. The renovations will include replacing floor tiles, interior repainting, upgrading lighting, and installing new water closets, showers, and sinks. Each room will be furnished with beds, wardrobes, tables, and chairs to ensure a comfortable and functional living environment.
The renovation of the Dining Facility (DFAC) refurbishes an existing dining and kitchen (galley) facility to accommodate service for 50 people. This renovation includes upgrading the electrical wiring and installing a new split air conditioning. Additionally, the project provides essential Furniture, Fixtures, and Equipment (FFE) to ensure the facility is fully functional. The basic FFE will consist of tables and chairs, a freezer, a chiller, a free-standing cooker with a hood, stainless steel shelves for storage, serving lines, and a projector for presentations.
The renovation of the training room will repurpose an existing cafeteria. This renovation includes upgrading the electrical wiring and installing a new split air conditioning system. The training room will support 24 students and an instructor and includes FFE consisting of training desks and chairs, a projector, a whiteboard, and a pull-down screen.
The renovation of shore maintenance facility repurposes the existing workshop/warehouse building into a maintenance facility., The renovation includes repair of the concrete floor and provision of FFE.
Magnitude is between US$500,000 and US$1,000,000 (FAR 36.204 Disclosure of the magnitude of construction projects).
Offeror experience requires project construction similar in size, scope, and complexity performed in Southeast Asia, Nepal, Maldives, and Timor Leste.
A Pre-Proposal Site Visit (PPSV) for this project is tentatively scheduled on August 1, 2024 (morning). The site visit is to provide Offerors with an opportunity to familiarize themselves with the job sites and conditions to be encountered and is not for the purpose of answering questions. Attendance is highly encouraged.

Notes:
- Contractors may submit up to 3 names (2 primaries and 1 alternates), but only 2 participants, 1 driver, and 1 vehicle, per company shall be allowed to attend the PPSV. The driver can enter the base but must remain in the vehicle throughout the site visit. The driver is not permitted to attend the site visit or replace any of the attendees during the site visit and must present a valid form of identification or passport for base access. Only the first three (3) names on the list will be submitted if more than three names are submitted.
- Due to limitations imposed by the host nation, Contractors not included in the base access request will not be allowed to attend the site visit. Contractors with no access to the base that show up to the site visit on their own, will not be allowed to participate.
- Late requests to be added to the US Government request will not be entertained and will not be responded to. Requests for changes to the base access request after the deadline will not be considered or responded to.
- Contractors are not allowed to inspect the project sites outside of the scheduled site visits. Any Contractor that does a site inspection outside of the scheduled site will be disqualified and ineligible for award due to having a competitive advantage.
- The US Government will not perform quality assurance on base access requests. The Contractor is fully responsible for inaccurate or blurry documents.
- The US Government will only confirm base access request information is received and added to the list for submission. Inquiries to verify if Contractor was approved will not be responded to. Contractors will only receive an email if the Host Nation specifically informs the US Government that a person was denied.
- It is highly recommended that Contractors bring a copy of the email stating their base access request was received to the site visit. The US Government will not track down Contractor’s access request submissions for Contractors not on the list.
