The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to procure reagents and testing suppllies required to conduct HIV molecular laboratory testing. Only Roche Diagnostics can provide reagents compatible with the Roche cobas 8800 system. These supplies are proprietary to the manufacturer and there are no authorized resellers. Roche cobas 8800 instruments are necessary in order to provide HIV-1 viral load and early infant diagnosis testing support, guidance, and training to the many PEPFAR-supported field laboratories with these Roche instruments. If another product is sourced the International Laboratory Branch will be unable to support our international PEPFAR-supported laboratories that use these testing platforms for HIV viral load testing and early infant diagnosis testing of HIV. Only Roche can supply these products.
We propose to contract with Roche Diagnostics 9115 Hague Road, Indianapolis, Indiana 46250 as they are identified as the vendor capable of providing these products.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-l(b) (SAP) and 41 U.S.C. 3304(a). Interested persons may identify their interest and capability to respond to the requirement.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
