The Department of Energy (DOE), Western Area Power Administration (WAPA), Desert Southwest (DSW) Region issues this Request for Quote (RFQ) for Radian RW-31X Test Equipment, in accordance with the SF1449, Attachment A - Specifications, and Attachment B - Single Source Justification Redacted.
This RFQ is issued as a 100% Small Business Set-Aside under NAICS Code 334515, small business size standard 750 employees. Award will be made to the lowest priced, technically acceptable (LPTA) quote.
Quotes shall include all the information as indicated on the SF1449. See WES-L-2001 ADDENDUM TO 52.212-1 INSTRUCTIONS TO OFFEROR - COMMERCIAL ITEMS for quote submission details. Failure to include the information indicated may result in quote being considered non-compliant with the solicitation requirements and therefore not considered for award.
In no event shall telephone discussions be construed as changes to the solicitation or place conditions on the solicitation. Only written amendments to the solicitation issued by the Contracting Officer shall constitute a change to the solicitation or specifications.
Quotes must be submitted via FedConnect, or e-mail to the Contracting Officer, Jermaine Villareal at villareal@wapa.gov, with the solicitation number 89503124QWA000298 in the subject line, no later than the RFQ close date and time specified on this notice. Quotes submitted via any other method than FedConnect or e-mail will not be accepted or considered. It is the vendor’s responsibility to ensure that the Government receives submitted quotes by the due date and time.
Active SAM Registration: Vendors are required to be registered in the System for Award Management (SAM) (www.sam.gov) when submitting a quotation and shall continue to be registered until time of award, during performance, and through final payment of any contract resulting from this solicitation. The contractor shall provide its name and address on the cover page of their quote, followed by unique entity identifier (UEI). The unique entity identifier will be used by the Contracting Officer to verify that the Offeror is registered in the SAM.
If the vendor does not become registered in SAM in the time prescribed by the Contracting Officer (at the time of quote submission), the Contracting Officer will proceed to award to the next otherwise successful registered vendor. Processing time should be taken into consideration when registering. Vendors who are not registered in SAM should consider applying for registration immediately upon receipt of this solicitation.
