This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation, or commitment. This notice is intended strictly for market research purposes. Furthermore, ICE is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this Sources Sought; all costs associated with responding to this Sources Sought will be solely at the interested party's expense.
U.S. Immigration and Customs Enforcement (ICE) is seeking information regarding vendors capable of providing a Deception Detection and Elicitation of Responses (DDER) training course. The Government requirements are as follows:
- A five and one-half (5.5) day training course in DDER at the Federal Law Enforcement Training Center (FLETC) in North Charleston, SC, for twenty-four (24) ICE officers.
- The format for the 5.5 instructional-days program shall include:
- Up to twenty (24) hours of classroom presentation in the subjects of threat background, behavioral analysis and rapport-based interviewing techniques
- Up to twenty (20) hours of small-group, scenario-based exercises facilitated by subject matter expert (SME) “role-players”.
- SME role players shall be multi-lingual, interviewing experts that have first-hand knowledge and experience with the impact that cultural differences can have on elicitation attempts.
- One instructor for the class session and one specialized role player for each of the six student teams of four students.
Interested businesses are required to submit a Statement of Capabilities no greater than three pages in length that address:
- Company name, address, point of contact, UEI, size of business pursuant to North American Industrial Classification System (NAICS)
- The vendor’s ability to successfully perform the required services
- Relevant performance history within the past three years.
